There being no further comments or discussion, Veronica Warden moved to approve the 2020 <br /> Trash Hauler Permit for Graham Waste Services. Motion seconded by Brian Baumgaertel. Roll <br /> call vote: Brian Baumgaertel(yes);Veronica Warden (yes). VOTE: Unanimous(2-0) <br /> 7. Review of Emergency Condemnation Order-2 Pacific Avenue, Mr. Harrington commented that, <br /> on July 27, 2020,the Health Department was contacted to perform a Sanitary Code inspection at <br /> 2 Pacific Avenue, as it was a reported hoarding situation where an elderly woman passed away in <br /> the dwelling. The dwelling is a condominium at Southport and is connected to other units. The <br /> owner was on-site and allowed the Health Agent access to unit. Pictures were taken that depicted <br /> filth, accumulation of garbage and debris that restricted clean operation of the kitchen,sleeping <br /> and living area. An infestation of flies, a heavy odor of filth and a deceased body was <br /> overwhelming; therefore, the air quality was considered hazardous to any occupant. Mr. <br /> Harrington requested that the Board formally issue a finding that the unit is unfit for human <br /> habitation,and also issue the Emergency Condemnation Order. <br /> There being no further comments or discussion,Veronica Warden moved to issue a finding that <br /> the unit is unfit for human habitation, based on the State Sanitary Code and the results of the <br /> Health Agent's inspection of July 27,2020. Motion seconded by Brian Baumgaertel. Roll call vote: <br /> Brian Baumgaertel (yes);Veronica Warden (yes). VOTE: Unanimous(2-0). <br /> Veronica Warden further motioned to condemn the dwelling at 2 Pacific Avenue. Motion <br /> seconded by Brian Baumgaertel. Roll call vote: Brian Baumgaertel (yes);Veronica Warden (yes). <br /> VOTE: Unanimous(2-0). <br /> 8. Discussion of Mashpee Public Schools re-opening plan. Mr. Harrington commented that the <br /> Mashpee School District has received safety standards and guidance directly from the MA <br /> Department of Elementary and Secondary Education (DESE) regarding school reopening. DESE <br /> has been collaborating with the MA Department of Public Health(DPH)to ensure that their back- <br /> to-school protocols meet public health standards for combatting the spread of COVID-19. The <br /> Mashpee Board of Health has acted as a local public health liaison to aid the school district in <br /> interpreting the safety standards put forth by DESE and DPH. <br /> Stacey Schakel, the Nurse Coordinator for Mashpee Public Schools, has spearheaded the <br /> communication of questions and concerns to the Board of Health, and has been an integral part <br /> of our coordination with the school district.Catherine Laurent and Brad Tripp have also provided <br /> insight into the role of the Department of Public Works when it comes to cleaning, sanitizing,and <br /> disinfecting at all levels throughout the school year.Glen met with them to talk about the HVAC <br /> systems in the schools,and they walked us through the possibilities for increasing the percentage <br /> of fresh air intake during the warmer months,and increased filtration of the air during the colder <br /> months. DPW has also implemented the use of HEPA air purifiers in the small number of rooms <br /> that cannot have 100%fresh air intake. <br /> Mr. Harrington stated that a large part of the conversation with Stacey and DPW has revolved <br /> around choosing a disinfectant to be used during the day to disinfect desks in between uses by <br /> different students, Since all disinfectants are registered as pesticides by the Environmental <br /> Protection Agency,there are numerous active ingredients in these products that are not suitable <br /> for use in childcare or school environments. Our recommendations were to find products with <br /> citric acid,ethanol,or hydrogen peroxide as the active ingredient,since those are known to pose <br /> little to no risk to children.Our other recommendation was to have an adult use these products, <br /> since even the safest products say to "Keep out of reach of children".This discussion is ongoing, <br /> 6 <br />
