3 Board of Selectmen Minutes March 23, 2020 Present: Selectman Andrew R. Gottlieb, Selectman John J. Cotton, Selectman Thomas F. O'Hara, Selectman Carol A. Sherman, Selectman David W. Weeden Town Manager Rodney C. Collins Assistant Town Managers Wayne E. Taylor Meeting Called to Order by Chairman Gottlieb at 6:30 p.m. Mashpee Town Hall, Waquoit Meeting Room Town Manager Rodney C. Collins opened the meeting of the Board of Selectmen by announcing the Town of Mashpee is abiding by the orders imposed by Governor Charles D. Baker, and has closed all facilities in an effort to control the spread of the COVID-19 virus with the exception of essential services. This includes Police, Fire and the Department of Public Works until at least April 8, 2020. The Transfer Station remains open with regular working hours. Unfortunately, on this date there has been(2) confirmed cases in the Town of Mashpee. To enable this meeting, the Board of Selectmen acknowledged attendance via remote participation. MINUTES Monday March 16 2020 Regular and Executive Session: Motion made by Selectman Sherman to approve the Regular and Executive Session minutes of Monday, March 16, 2020 as presented. Motion seconded by Selectman Cotton. VOTE: Unanimous. 5-0. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Selectman Weeden,yes Opposed, none APPOINTMENTS & HEARINGS Public Comment: Gregory McKelvey a resident of 11 Menemsha Road and a member of the Finance Committee made comment on the possible implications of the COVID-19 situation and the affect it may have on Mashpee residents who may experience difficult financial conditions due to this circumstance. In concern Mr. McKelvey recommended the Board extend the due date of property taxes and give consideration when reviewing warrant articles to remove all articles related to debt or increases in the tax base as well as disclosing the tax rate clearly to the voters. 3
