4 <br /> Board of Selectmen <br /> Minutes <br /> April 27, 2020 <br /> Public Hearing: Non-Resident Parking Permit for Seconsett Island Road: (continued) <br /> The Board of Selectmen opened the Hearing to solicit comment. <br /> John O'Connor indicated he has been a mooring holder for a number of years and would like to continue to <br /> be a mooring holder in Waquoit Bay. Mr. O'Conner asked of the cost for a non-resident parking sticker. <br /> Upon hearing of the cost, Mr. O'Conner voiced support of the $100 fee with no opposition. <br /> There was no further public comment. However, the Board of Selectmen presented full disclosure by <br /> reading aloud all of the comments received in writing as noted. (enclosure) <br /> Tara Draper of Sailfish Drive, East Falmouth indicated she is a Town of Falmouth shellfish permit holder <br /> with primary use of her permit in Waquoit Bay, parking at the Seconsett Island causeway. Ms. Draper in her <br /> letter of April 28, 2020 requested the permit fee be available at a reasonable cost to all Falmouth shellfish <br /> license holders. <br /> Additional communication was received from Jay Heihsel dated April 28, 2020 in support of the non- <br /> resident parking permit in the Seconsett Island/Waquoit Bay area. Mr. Heihsel related concerns regarding <br /> the lack of parking and the increase in the number of moorings issued over the years. It is hopeful the Town <br /> would consider making provisions for non-resident parking by implementing a parking permit system, and <br /> by reducing the number of moorings in this area. <br /> Mashpee resident June Matte conveyed support in her memorandum of April 28, 2020 to provide permit <br /> parking on Seconsett Island for boat owners who have an adjacent mooring in Waquoit Bay. In her opinion, <br /> the majority of boat owners would be more than happy to pay an appropriate fee for the permit to park. <br /> The letter from John O'Connor dated April 28, 2020 was read into the record. Mr. O'Connor was noted to <br /> have held a mooring in the bay for over 40 years. During this time there has been a need for parking and it is <br /> hopeful something can be done to accommodate the mooring holders. <br /> Falmouth resident Abby Downing submitted a letter of comment dated April 28, 2020 in support of the <br /> parking pass for non-residents. Based on the agreement between the respective towns it makes sense to <br /> allow for a place to park. <br /> Ostrom Road residents Kathleen and Jim Downing expressed appreciation on April 28, 2020 to allow the <br /> option which is most equitable for mooring holders. The Downing's have enjoyed the people they have met <br /> in this area over the years and would like to continue to make memories at Seconsett Island. <br /> On April 27, 2020 Matthew Paolo remitted communication in support of permit parking to allow for boat <br /> access. Mr. Paolo indicated he is happy to pay for the privilege to park in this area and it is a great source of <br /> income for the Town of Mashpee. <br /> Additionally there was a previous remote caller expressing appreciation to the Board of Selectmen for this <br /> meeting. Leaving a voice message, Peggy Daily indicated she is a mooring holder and in favor or non- <br /> resident parking permits with no objection to the $100 fee. <br />
