7 <br /> Finance Committee <br /> Minutes <br /> September 17, 2020 <br /> Review and take action on remaining articles in Draft#5 of the Annual Town Meetiny,Warrant <br /> of Monday October 19 2020 and any additional articles in the warrant which the Finance <br /> Committee is not aware of at this time: (continued) <br /> Article#19: To appropriate $55,095 from the Ambulance Receipts Account to the Fire <br /> Department Capital Account. This article would use Ambulance Receipts funds for the purchase <br /> of(3) Cardiac Monitor/Defibrillators for the Town's ambulances. The appropriation was <br /> approved by the Capital Improvement Program (CIP) Committee. <br /> Motion made by Mr. Richardson to recommend the new Article 19 as presented. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Pettengill,yes Mr. McKelvey,yes Mrs. Furbush,yes <br /> Mr. Richardson,yes Mr. Brady,yes Opposed, none <br /> Article #20: To acquire Gooseberry Island by gift, purchase and/or eminent domain taking. <br /> Motion made by Mr. McKelvey to not recommend Article 20. <br /> Motion seconded by Mr. Richardson. <br /> Discussion followed. <br /> It was agreed that if the Town was to acquire Gooseberry Island at fair market value or by an <br /> eminent domain taking the property would be taken off the tax rolls. The property is currently <br /> assessed at approximately $62,000. <br /> It was disclosed the property is in litigation, and there have been ongoing negotiations. <br /> Town Manager Rodney C. Collins indicated he was authorized by the Board of Selectmen to <br /> contact the owner to see if there is an interest in selling the property to the Town of Mashpee. <br /> The owner has indicated the property is for sale, and the figure is much higher than the assessed <br /> value. By favorable land court judgement,the construction of a bridge to the island was <br /> approved. <br /> The property is being considered by the Chairman of the Community Preservation Committee <br /> for purchase using CPA funding although the CPC has not deliberated on the proposal to date. <br /> Currently there is no monetary amount associated to this article, and it may be prudent to obtain <br /> an appraisal of real value. There may also be increased legal costs if the trust is not satisfied <br /> with the compensation provided through the eminent domain taking. The matter is also in <br /> pending litigation, and it was noted that one Select Board member has indicated that Town <br /> Counsel has advised not to proceed with this project. Approximately 50% of the Town of <br /> Mashpee is comprised of open space. <br />
