6 <br /> Finance Committee <br /> Minutes <br /> September 17, 2020 <br /> Review and take action on remaining articles in Draft#5 of the Annual Town Meeting Warrant <br /> of Monday October 19 2020 and any additional articles in the warrant which the Finance <br /> Committee is not aware of at this time: (continued) <br /> Article#18: Funding to Design a Wastewater& Stormwater Collection System and other <br /> required facilities for the Route 151 corridor to run concurrently with the Route 151 <br /> Corridor Improvement Project. <br /> Motion made by Mr. Richardson to recommend Article 18 as presented. <br /> Motion seconded by Mrs. Furbush. <br /> Discussion followed with regards to the financials, the intent and timing of this project. <br /> Town Manager Rodney C. Collins indicated the project is intended to run concurrently with the <br /> Route 151 Corridor Improvement Project. There may be cost savings by coordinating the <br /> wastewater and Stormwater collection system with the road paving. This would also avoid <br /> disruption to the road and deferral of the project. If the project was delayed, the Town would be <br /> required to wait an additional five years before re-altering the road as there is a five-year <br /> moratorium mandate imposed by MassDOT. <br /> This project is slated in Phase II of the Route 151 Corridor Improvement Project. <br /> Article #18 would appropriate $490,200 for expenses related to the design of the public <br /> wastewater and stormwater collection system as well as related facilities for the Route 151 <br /> corridor from Old Barnstable Road to the Falmouth town line. Funding would transfer $200,000 <br /> from Hotel/Motel receipts reserved for wastewater purposes, transfer $40,200 from the Capital <br /> Stabilization Account and pre-purpose $250,000 from previously appropriated monies for <br /> feasibility planning related to a regional wastewater collection and treatment facility at Joint <br /> Base Cape Cod (JBCC). <br /> In considering cost assumptions, it was noted the DPW Director has projected an additional <br /> $155,000 for design services. The Town of Mashpee is responsible for this expenditure although <br /> funding may be available to offset costs through the Transportation Improvement Program (TIP) <br /> fund grant. <br /> It was noted the Town's Watershed Nitrogen Management Plan considers several phases within <br /> the planning areas for wastewater initiatives. The Town has not allocated direct funding in Phase <br /> II, but has considered cost assumptions for Wastewater in Phase II. In further discussing the <br /> costs it was disclosed there is no real indication as to what would eventually transpire from the <br /> JBCC resource. <br /> VOTE to Recommend: 4-1.
