7 <br /> Finance Committee <br /> Minutes <br /> August 27, 2020 <br /> Presentations to clarify/explain the following- articles from Draft#2 of the Annual Town Meeting <br /> Warrant of Monday, October 19, 2020: <br /> Article 14 (now 13) Plan Review Committee Procedures <br /> Evan Lehrer, Town Planner indicated the Plan Review Committee is an existing committee. The <br /> article seeks to add (1) new paragraph a recommendation of the DPW to maintain compliance <br /> with the permit. <br /> Article 15 (now 14) Stormwater Management <br /> The Town Planner indicated the town has been working with engineers Tighe & Bond to <br /> maintain compliance with DEP regarding stormwater management. This is a housekeeping <br /> article with minimal proposed changes. The language was brought forth by the consultant to <br /> maintain compliance with the permit. <br /> Article 16 (now 15) Driveway Design <br /> Evan Lehrer, Town Planner indicated this article updates the minimum standards for material <br /> thickness of new and redeveloped driveways consistent with engineering best practices today. <br /> Article 17 (now 12) Ban on the use of Personal Watercrafts <br /> Ashley Fisher, Director of Natural Resources was present to further review the proposed ban on <br /> personal watercrafts which include jet-ski watercrafts, surf jet watercrafts and wet bike <br /> watercrafts on Ashumet Pond. <br /> Ms. Fisher discussed the history of this recommendation which began after a 5-year study <br /> completed in 1989 prepared for the Towns of Mashpee and Falmouth. Results of the study <br /> recommended for in-lake use zoning within Ashumet Pond to prohibit jet skis from the <br /> waterways. Reasons to ban the watercraft include the creation of obnoxious noise, operation in <br /> conflict to swimming and to non-boat fishing. <br /> Ms. Fisher explained this is a management issue. The Town of Falmouth has the only boat ramp <br /> to the pond and it leaves the Town of Mashpee almost unenforceable with no jurisdiction. The <br /> Falmouth town line goes through Ashumet Pond although most of the pond is in Mashpee. After <br /> discussing this concern with the abutters and owners of the pond there was no favoritism <br /> regarding personal watercrafts. <br /> The Commonwealth of MA will not enforce the Falmouth bylaw unless the Town of Mashpee <br /> has a similar bylaw. The language as presented is consistent with the Town of Falmouth bylaw. <br /> To maintain compliance with the recommendations of 1989 Ms. Fisher recommended this article <br /> move forward. <br />
