6 <br /> Finance Committee <br /> Minutes <br /> August 27, 2020 <br /> NEW BUSINESS <br /> Presentations to clarify/explain the following articles from Draft#2 of the Annual Town Meeting <br /> Warrant of Monday, October 19, 2020: <br /> Article 11 (now 17): Route 151 Corridor Improvement Project (continued) <br /> Construction is being funded through state and federal monies. The easements are a requirement <br /> of the Transportation Improvement Funds (TIP) project. For the taking of easements, an <br /> appraisal process may be required to compensate property owners for value if the effected <br /> property owners are not agreeable to the taking. Chapter 90 funds would most likely be used for <br /> this purpose if required. <br /> In the event the effected properties are not agreeable to the taking of easements, the town would <br /> thus be required to go through an appraisal process to compensate property owners for value. <br /> The potential risk is small in terms of costs and road improvements that would also give benefit <br /> by alleviating traffic congestion. The design of the project is currently being funded by the town. <br /> Construction funded through the TIP program is estimated to cost $20 million. <br /> Article 12 (now 18) Route 151 Sewer Project Design <br /> It was noted the estimated cost to design a wastewater and stormwater collection system and <br /> other required facilities for the Route 151 corridor have not been determined to date. Figures <br /> should be available for the next meeting. The estimate cost range is $400,000 to $500,000. <br /> Catherine Laurent, DPW Director indicated this project is intended for Phase II of the Route 151 <br /> Corridor Improvement Project. It was the decision of the Board of Selectmen to add the sewer <br /> design to this project for efficiencies in alleviating road disruption and future cost assumptions. <br /> As an additional incentive, there may be stimulus funds available for the town to apply for if the <br /> project is construction ready. <br /> It was recommended the sewer project be further identified in its entirety in the future to review <br /> project costs. <br /> Article 14 (now 13) Plan Review Committee Procedures <br /> Evan Lehrer, Town Planner indicated the Plan Review Committee is an existing committee. The <br /> article seeks to add (1) new paragraph a recommendation of the DPW to maintain compliance <br /> with the permit. <br />
