5 <br /> Finance Committee <br /> Minutes <br /> August 27, 2020 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Feedback from Board of Selectmen Liaison, if any: <br /> Board of Selectmen Liaison David Weeden gave clarity with respect to Articles #9 and#10, <br /> previous petition articles now sponsored by the Board of Selectmen. It was noted the petitioners <br /> will advocate their articles at October Town Meeting. Due to the pandemic, the petition articles <br /> were postponed from the May Town Meeting, and the Selectmen agreed to sponsorship to give <br /> relief to the re-petition process. The petitioned articles are as follows; <br /> Article #9: Climate Change Policy Statement <br /> Article #10: Municipal Single-Use Plastic Bottle Ban <br /> Feedback from School Board Liaison, if any: <br /> Geoff Gorman the School Committee Liaison was unable to attend this meeting. <br /> NEW BUSINESS <br /> Presentations to clarify/explain the following articles from Draft#2 of the Annual Town Meeting <br /> Warrant of Monday October 19, 2020: <br /> At the last meeting there were several questions related to the warrant articles contained in Draft <br /> #2. With the approval of Town Manager Rodney C. Collins, the Finance Committee was able to <br /> obtain clarity from several Department Heads as follows; <br /> The article numbers represent Draft#2 as well as the modification in Draft#4 of the warrant. <br /> Article 11 (now 17): Route 151 Corridor hnprovement Project <br /> Catherine Laurent, Director of Public Works indicated the article intends to take temporary and <br /> permanent easements within certain parcels of land abutting Route 151 for the purposes of <br /> constructing, reconstructing, and installing roadway improvements. In Phase 1 improvements <br /> will encompass Route 151 at the Mashpee Rotary to the intersection of Old Barnstable Road. <br /> A number of improvements necessitate both temporary; for grading purposes and permanent <br /> easements; traffic signals and maintenance thereof at Frank Hicks Drive & Jobs Fishing Road <br /> (private road)to extend beyond the right of way. The project limits are approximately 900' west <br /> of the Old Barnstable Road intersection to the Mashpee Rotary. <br />
