*DRAFT APRIL 27, 2020 BOARD OF SELECTMEN MINUTES* 6 <br /> Board of Selectmen <br /> Minutes <br /> April 27, 2020 <br /> TJpclate DiscussiQn and Possible Action Relative to COVID-19.- (continued) <br /> Advance set up will provide for safe social distancing measures and sanitization prior to Town Meeting. <br /> Masks will be available for those who enter, and the microphones will be sanitized after each speaker. <br /> In considering the logistics of the Town Meetingit was noted the Town of Bourne is scheduled to conduct <br /> their Town Meeting next week. Warrant articles are proposed to be consolidated and voted upon in groupings <br /> 0 4 a <br /> to minimize the duration of Town Meeting. The Town Moderator would be consulted regarding this <br /> approach. The Board of Selectmen will also review the precautions made available at the Boume'meeting. <br /> Unifonn guidance for seasonal residents will be considered and further discussed at the next Selectmen's <br /> Meeting. <br /> Currently, the Mashpee Town Hall i's scheduled to.return,to business, on May 4, 2020 dependent upon'the <br /> Governor's direction which should be disclosed this week. When the Town Hall proceeds with general <br /> business, the 6' degree of separation would be up'held'for safety. Face coverings are being contemplated. <br /> Frequently used areas will be regularly cleaned and sanitized. Any employee who is sick willbe sent home. <br /> The Town Manager was been meeting with his Finance Team to review exposures and risks to avoid <br /> insufficiencies and to project revenues and funding streams for the ensuing year. It was reported there is no <br /> revenue deficit expected for fiscal year 2020. Revenues are roughly $900,000 more than last quarter. It is <br /> predicted the Town would receive $1.5 million over estimated receipts. Available funds-would be secured as <br /> Free Cash also known as Revenue Available for Appropriation. <br /> Of concern i's investment income since the market 'is volatile and difficult to project at this time. Stabilization <br /> and Free Cash remain stable at $2.5 m. and $3.5 m. respectively if all Town Meeting articles pass as they are <br /> submitted.. Real Estate taxes remain strong and collections are consistent with last year. <br /> Conservative,budgeting options consider potential reductions within the Town,Meeting allocations. This <br /> includes a savings of$300,000 in Snow&Ice projections which will not be required this year, Under, <br /> consideration is the reduction of the OPEB by $50,000 or possibly $100,000 and the delay of the Local <br /> Comprehensi ve' Plan update'. $150,000. Adjustments would provi",d'e additional monies to the coffers of Free <br /> Cash/Revenue Available for Appropriation. Capita'I necessities are also being reviewed and some projects <br /> may be deferred. New hires, ro are being considered on a case-by-case basis and overtime costs are being <br /> studied, and may require the Town Manager's authorization. <br /> 'New growth remains strong- $500,000 is pr "ected and State revenues are being mo i <br /> 01 1 n'tored to ensure the <br /> a *lability of funding. The current revenue analysis is reflective of an excess levy capacit of$1.7 million. <br /> val y <br /> Town Manager Collins indicated an update regarding the financial conditions of the Town will be presented <br /> to the Board at their May 18, 2020 meeting. In preparation for Town Meeting it was agreed the Select-men <br /> would regularly discuss this topic as an agenda item to monitor the Town Finances at the Selectmen's <br /> Meetings. <br /> Residents having issues with tax payments and/or other support may contact the Town of Mashpee. <br />
