Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> September 15,2020 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Approved 10/6/20 <br /> Public Participation by Remote <br /> *Public Call in Number: (508)539-1449* <br /> Present: Allan Isbitz, Bruce Willard, Melinda Balser <br /> Absent: Noelle Pina <br /> CALL TO ORDER <br /> Chairman Isbitz called the meeting to order at 6:31 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES August 4,2020 <br /> \] <br /> MOTION: Mr. Willard made a motion for approval of the minutes for the last meeting on <br /> August 411. Ms. Balser seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Affordable Housing Projects in Development <br /> 950 Falmouth Road, Progress Report-Doug Dempsey confirmed that they were <br /> awaiting word from DHCD regarding their submission, noting that the 30-day review timeline <br /> had expired. Mr. Dempsey indicated that someone from POAH would be reaching out to DHCD <br /> staff regarding their Project Eligibility approval for the 950 Falmouth Road project, which is <br /> required to be in their submission to the Zoning Board of Appeals. Mr. Dempsey also reported <br /> that the due date for the 9%round of funding/pre application at DHCD is October 30. Horsley- <br /> Witten will be completing the site survey and finalizing the site plan over the next couple of <br /> weeks. Architectural drawings are complete and title issues are being addressed. Klein-Hornig, <br /> legal counsel for the project, intends to submit the Ch. 40B application to the ZBA by October 9 <br /> for ZBA consideration in early November. Upcoming meetings included the Water and Health <br /> Departments. Corey Fellows noted that they would be continuing to advance the project,while <br /> awaiting funding. There was discussion regarding the funding calendar and options. The Chair <br /> offered the support of the Committee to assist. Mr. Dempsey appreciated the assistance and <br /> noted concern regarding the expiration of the 30-day review time. David Quinn stated that, if <br /> there were no comments or issues raised, it was expected that the Project Eligibility Letter would <br /> be issued, after which the Town would be able to initiate the 40B process. Mr. Quinn added that <br /> there could be a backlog at DHCD,but an expression of support could be helpful. The Chair <br /> offered to follow up with the team to further discuss a letter of support. Mr. Quinn referenced <br /> the productive meeting they held with abutters in July, sharing typical concerns of traffic, <br /> extension of the road and structural appearance. <br /> Wampanoag Village, Phase I Development Status-The Chair reported that he had <br /> emailed the Tribe regarding an update about the project. The Chair noted that Mr. Lehrer was <br /> contacting the Tribe regarding potential eligibility of the units being added to Mashpee's <br />
