Subsidized Housing Inventory with DHCD. It was hoped that the Town and the Tribe could <br /> jointly submit a request to DHCD to have the units added to the SHL <br /> Mashpee Commons, Chapter 40B Project Occupancy Status-The Chair was in touch <br /> with Tom Ferronti who reiterated that a Notice of Intent had been filed with the Cape Cod <br /> Commission in March,to seek a Development Agreement for the expansion of Mashpee <br /> Commons. Mashpee Commons now had one year to submit the application. <br /> Habitat for Humanity-Beth Wade, Habitat for Humanity, was present in the meeting to <br /> provide an update on their projects at 4 and 8 Mendes Way. Ms. Wade confirmed that they were <br /> on schedule with the project, despite the Pandemic. Ms. Wade noted that the binder was down <br /> and drainage completed, septic had been completed and the water meter and electric panels <br /> installed, concrete inspected,new fences added and shoulders graded. The wall raising has been <br /> scheduled for September 26, which would be an invitation only event, due to the Pandemic. <br /> Congratulations were expressed to Ms. Wade on behalf of the Committee. Ms. Wade requested <br /> feedback regarding their plans to also offer a virtual event as a kickoff for the Mendes Way <br /> homes, identifying it as an opportunity to introduce the families to the community as well as <br /> allow for a short presentation, including one or two speakers from the Town. The Chair would <br /> consider potential speakers, and best days or times, and follow up with Ms. Wade. It was <br /> suggested that Mr. Abbott and Mr. Berkeley would enjoy attending the virtual event and <br /> recommended that a Mashpee Habitat homeowner speak at the event. <br /> 243 Cotuit Road, Proposed Construction of 13 Affordable Rental Units-No <br /> discussion <br /> Affordable Housing Production Plan (AHPP) <br /> The Chair opened discussion on updating the HPP noting that the pandemic <br /> related economy will create an increase in the demand for affordable housing that we should <br /> consider in updating the AHPP. <br /> HAC Emergency Rental Assistance (ERA). Mr. Quinn confirmed the increased demand <br /> for affordable housing as a result of the COVID-19 crisis, noting, in particular, the great need for <br /> emergency funding. Funds typically have been available for lower income families at, or less <br /> than, 80% of Average Median Income (AMI). With the onset of the pandemic,there is a need to <br /> assist with mortgage and rentals payments for higher income brackets. A new program has been <br /> developed at the Housing Assistance Corp. to assist households earning up to 100% AMI, called <br /> the Workforce Housing Relief Fund, to help individuals stay in their homes. Mr. Quinn also <br /> noted that, in addition to supporting tenants, it was also necessary to support landlords reliant on <br /> rental payments, in order to maintain year round rentals. Mr. Quinn reported that Barnstable, <br /> Yarmouth and Brewster had provided funds to the program to assist residents in their towns. To <br /> date funding for the ERA program totals about$1.5 million and is available for rental and <br /> mortgage assistance. Mashpee residents could apply for funds, but the Town could also develop <br /> an RFP in collaboration with HAC to provide additional funds to Mashpee residents. The fund <br /> has so far disbursed$253,000. Nine(9) Mashpee households received assistance under the <br /> program totaling $22,841. Mr. Quinn noted that there was currently a Federal moratorium on <br /> evictions until December 31, raising a concern for a possible backlog when the moratorium <br /> 2 <br />
