MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> November 18,2020 <br /> Ron Bonvie is recusing himself from this application, and Jim Reiffarth will sit in on this <br /> hearing with the four regular Board members. <br /> 950 Falmouth Road (Route 28): Petitioners, Preservation of Affordable Housing LLC <br /> requests a Comprehensive Permit under M.G.L.Chapter 40B, §§20-23 and 760 CMR 56.00 <br /> to construct thirty nine(39) low income housing rental units on property located in an R-3 <br /> Zoning District, Parcel A: Map 93 Parcel 6-0, Parcel B: Map 93 Parcel 7-0, and Parcel C: <br /> Map 94 Parcel 7-0. <br /> Attorney, Ilana Quirk with Freeman Law Group represented this application on behalf of <br /> the Affordable lJousing LLC, and partner Housing Assistance Corporation. The <br /> application as noted is for thirty nine (39) low income rental units on 12.83 acres of land <br /> located.off Rte. 28. This project has been the subject of discussion within the Town. The <br /> land has been owned by the Town since 2017, and was voted at Town Meeting to transfer <br /> the land to the Mashpee Affordable Housing Trust, and in February the Trust went ahead <br /> and executed this development agreement that brings this application to the Zoning Board <br /> this evening. Between the time that the development agreement was put together and <br /> executed with the Trust by the applicant. The applicant went ahead and got a project of <br /> eligibility letter(PEL)which is allowed under 40B for an applicant to present to the Zoning <br /> Board.This application establishes the proper applicant,a proper project, a feasible project <br /> that is fundable, and that the applicant can own the property sufficiently. <br /> The Board will hear from the applicant and it's co-developers, and partner the Housing <br /> Assistance Corp. who has extensive experience in developing affordable housing including <br /> Cape Cod and will detail the project. David Quinn,with HAC, Cory Fellows,with POAH, <br /> Brian Kuchar, Horsley-Whitten Group, Land Scape Architect and Registered Engineer, <br /> Steven Tise and Doug Dempsey, with POAH. <br /> Ilana wanted to discuss the filing fees, and requested the Board hold these checks, and go <br /> over the requested waivers after the presentation. <br /> David Quinn, Director of I-IAC, and Brian Kuchar provided a power point presentation. <br /> David gave a brief description of the HAC organization, a local non-profit that serves all <br /> of Cape Cod and the Islands. <br /> Cory Fellows, with Preservation of Affordable Housing (POAH) has spoken to other <br /> representative of the Town, and abutters.POAH is also a non-profit organization that help <br /> sustain healthy affordable homes. He gave a brief history of other services that they provide <br /> for their residents. <br /> 9 <br />
