MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> November 18,2020 <br /> Brian provided the site plan,and reviewed the actual lots that are labeled A,B&C showing <br /> the proposed development. Lot A and B will be the actual development area with the <br /> proposed amenities. Lot C will be placed into a Conservation Restriction as part of the <br /> agreement for the proposed advanced waste water treatment system being in a Zone 2 and <br /> nitrogen sensitive zone. He provided the existing conditions site. The site is serviced by <br /> the access of Cross Road into the property. The property is within Conservation <br /> Commission jurisdiction. They filed and have approval from Conservation, and the Board <br /> of Health. <br /> He provided some photos of the property that show some water run-off on the partially <br /> paved and dirt road which drains into the wetlands area.They have a clean bill of health as <br /> far as the environmental constraints of the property. He provided a landscape plan that <br /> depicts the pre-treatment for storm water management which the upper lot that will be <br /> handled by tree trenches that would take the storm water and provide water for the proposed <br /> trees, and will discharge into underground re-trench. The lower parking lot by Building C <br /> will also provide storm water treatment with bio-tension areas. There will also be catch <br /> basins installed. Building A which has 12 units, Building B (apartment style building, 3 <br /> stories) 23 units, and Building C, is a townhouse style with a 2-story housing, 4 units. In <br /> total there are 46 parking spaces on site, and three proposed within the right of way. An <br /> extension of parcel B is the leach field area. There's enough screening on the sites. <br /> Chairman Furbush didn't have questions, but polled the members for their questions. Jim <br /> Gould asked if there would be oil separation basins and how will they be maintained. Mr. <br /> Kuchar said that all of the bio-tension areas at the lower level that are surface pre-treated <br /> would handle any surface pollutants that you would occur off of road and parking lots.The <br /> upper lot using tree trenches which collects the storm water runoff,and the traditional catch <br /> basin would be a deep sump for hood oil and grease. The maintenance will be part of the <br /> landscape design, and part of the overall general landscape maintenance. <br /> Chairman Furbush had a questions about the location of the 100 ft. and 50 ft. buffer to the <br /> wetlands on the plan. Mr. Kuchar explained that the Conservation Commission approved <br /> the project. <br /> Jim Reiffarth asked about the handicapped parking locations. There are four in the upper <br /> lot, and one in the lower lot and are ADA compliant. <br /> Charlie commented that the spaces have to be AAB compliant, and ADA compliant. <br /> Steve Tise, Architect said the project is designed to meet all applicable requirements for <br /> accessibility. <br /> Jim Reiffarth asked if a traffic study was performed since this project show existing onto <br /> Rte. 28. Brian said a traffic study has not been completed, and at this time will not be <br /> performing a traffic study. They are not traffic engineers, and did not anticipate it would <br /> be needed. <br /> 10 <br />
