18 <br /> Town counsel prepared a Sanitary Land-Fill contract <br /> and bond in connection with the work to be done at the <br /> dump by the successful bidder for the dump contract. <br /> As a result of fairly recent legislation, the Assessors are <br /> authorized to assess property to "owners unknown," provid- <br /> ing that a diligent search of the records is made to ascertain <br /> the names of owners. Town counsel did title work at the <br /> Barnstable Registry of Deeds on twenty parcels within the <br /> town listed as "owners unknown" on the tax rolls, resulting <br /> in providing the information to enable the town to begin <br /> collecting taxes on this property. The money spent by the <br /> town for this purpose is reimbursed to the town, and town <br /> counsel prepared a form of lien.to be used by the Assessors <br /> so that the money may be recovered. <br /> l The case of Morrison vs. Fermino and the Town of Mash- <br /> pee, brought in Barnstable Probate Court, involving title <br /> because of a tax title sale, was settled without trial. <br /> Town counsel attended the weekly Selectmen's meet- <br /> ings, the Annual Town Meeting and Special Town Meetings. <br /> Town counsel meets with the Assessors, Planning Board, and <br /> j Board of Health on call. Town counsel met at a conference <br /> with the Building Needs Committee the Selectmen and <br /> representatives of New Seabury Corporation, to work out an <br /> acceptable access at no cost to the town for the new munic- <br /> ipal building complex. <br /> Town counsel has furnished eight opinions in writing <br /> and a number of oral opinions. <br /> Because of the rapid growth of the town and the com- <br /> plexity of the law affecting municipalities in a variety of <br /> fields, the requests for services of the town counsel have <br /> greatly increased.
