; ,ry o-wn of Mashpee <br /> y' 16 Greot jNeck Road forih <br /> QQ"�aDix� Alaslipee,Massachusetts 02649 <br /> Mashpee Conservation Commission Minutes <br /> Thursday, January 9, 2020 <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Waquoit Meeting Room <br /> Present: Thomas O'Neil, Chad Smith, Brad Sweet, Dale McKay <br /> Commissioner Chairman Brad Sweet called the meeting to order: 6:00 p.m. <br /> No Public Comment <br /> PRE/POST-HEARING AGENDA: <br /> Minutes: December 12, 2019 Minutes <br /> Motion: Mr. McKay moved to approve the 12/12/19 minutes, Mr. Smith seconded. <br /> Vote: 4-0 unanimous <br /> • Update: Upper Quashnet kick off meeting date: 1/27/2020 at 10:00 a.m. Will meet Horsley Witten in <br /> Ockway Meeting room then carpool to the location for further description of what has and will happen. <br /> • Administrative Approval: 53 Godfrey Road - request installation of generator pad (previously <br /> approved, no action necessary) <br /> HEARINGS: <br /> 6:00 Mario & Gina Recupero, 9 Tuspaquin Road. Proposed extension of existing seasonal dock RDA <br /> to access deeper water. Gina Recupero was present and described the plans to extend an <br /> existing dock so their boat's propeller does not hit the sand. The Harbormaster asked that the <br /> dock be moved over a few feet to the right. Agent said it's a Chapter 91 plan. Natural Heritage <br /> already weighed in with their status of no take of the fresh water mussels, they didn't find any <br /> in the area. An abutter, Kelly, was present and had concerns with the proposed extension, <br /> mainly that the extension would cause problems for her to navigate her own boat. She said she <br /> doesn't really have a problem with it being extended, she just doesn't see a need. Mr. Sweet <br /> asked if the Harbormaster's requested changes would help or hurt the situation, Agent replied <br /> it would help, as it's an attempt to alleviate separation from the neighbor's dock. Mr. McKay <br /> said we should know the distance and that it should be documented. Agent asked for a revised <br /> plan. Mr. Smith asked if we can issue with a condition to comply with the Harbormaster's <br /> request. Agent said yes, or we could move for a continuance. Kelly said she thinks 12ft seems <br /> like a great distance. Agent asked what the draft of the boat is, Ms. Recupero wasn't sure <br /> exactly.Agent said it would be good to know, it seems like it's an adequate depth, but he knows <br /> the pond levels do fluctuate from time to time. Mr. McKay wanted a continuance. Mr. Smith <br /> and Mr. O'Neil felt there were not enough conservation concerns. Mr. McKay and Mr. Sweet <br /> disagreed. The discussion went on about issuing with a condition. Agent commented that if it <br /> were issued with conditions, it would go to Chapter 91 which solely looks at navigation. This <br /> issue would work itself out at State level. Mr. McKay asked the abutter if she would be satisfied <br /> if this was issued with a condition. Kelly answered she has no problem with it being over to the <br /> right, but the length is a concern. <br /> Motion: Mr. McKay moved for a negative determination with a condition that it be worked <br /> out with the Harbormaster.
