Agent said he met on <br /> the property. Areas already have high level of existing structure, hardscaping and landscaping. <br /> Some minor encroachment to the coastal bank as a result of the proposed reconfiguration, but <br /> I think the mitigation is desperately needed. There's no impact to the relatively small area of <br /> coastal bank. Vegetation will increase that buffer. Mr. Sweet asked if there's a dock, Mr. <br /> McGrath said there's a shared dock next door. Mr. Smith asked if there is a total reduction in <br /> hardscape area, Mr. McGrath said it's probably about the same. <br /> Motion: Mr. Smith moved to close and issue, seconded by Mr. Dalton. <br /> Vote: 5-0 unanimous <br /> 6:21 Paul J. & Katherine D. McBrien & Seabrook Shores Association, Inc., 91 Bayshore Drive NOI <br /> and 75 Monomoscoy Road. Proposed vista corridors. <br /> Mike Ball from Marsh Matters Environmental presented plans. Paul and Katherine McBrien <br /> (homeowners) were present. The objective is to view the marsh from the second story deck. <br /> Agent said there's no issue, this makes sense to have 2 corridors given the vegetation. There <br /> is one large tree flagged that he would like to have examined closely by an arborist so as not <br /> to compromise the health of the tree. Everything else is pretty straightforward. Richard Krause, <br /> from Seabrook Shores Association was present to say the Association has no issues. Also <br /> present was an abutter, Phil McCahill, who was there to support the proposal. <br /> Motion: Mr. Smith moved to close and issue, Mr. McKay seconded. <br /> Vote: 5-0 unanimous <br /> 6:24 Katie Tully Balzer, 168 Whippoorwill Circle. Proposed construction of addition to existing RDA <br /> dwelling, rinse station and landing. <br /> Raul Lizardi from Cape & Islands Engineering presented plans. Agent asked how many trees <br /> would be coming out of the left side of the driveway, mentioning that 10% has to be retained as <br /> a naturally vegetative state. Mr. Lizardi said more than likely 2 trees would have to come out. <br /> Agent said it really should be clarified to the commission, and requested revised plans. He <br /> recommended a condition that all vegetation impacted be clearly flagged. Mr. Lizardi agreed. <br /> Agent asked about the Board of Health, Mr. Lizardi said they have to sign off, but it's a Title 5 <br /> and no increase in flow. <br /> Motion: Mr. McKay moved for a negative determination, Mr. Smith seconded. <br /> Vote: 5-0 unanimous <br /> 6:27 Matthew F. McGinity, 31 Sand Dollar Lane. Proposed Amendment of Order of Conditions 43- AOOC <br /> 3030 to remove/replace existing timber wall and add access stairs to existing pier. This includes <br /> previously approved pier extension, ramp and pile relocation, float and personal watercraft float <br /> and piles addition for float stops. <br /> Raul Lizardi from Cape & Islands Engineering presented plans. The OOC was received last <br /> year, this amendment is two-fold. Chapter 91 required the public access stairs be on both sides. <br /> The other part of the amendment is the two tiered retaining wall. We would repair the upper tier <br /> and keep the lower tier.
