Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Tuesday, August 18, 2020 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Tom Rullo: <br /> Tom had a discussion with Attorney Mills regarding the requirements of the Fire Department last <br /> week.Tom will have to review the sprinkler system, and he requires an affidavit from the sprinkler <br /> design company to encompass both sides of the building with the appliance store and <br /> convenience store. This would be part of the building permit process, as well as the construction <br /> of the partition wall. Tom asked the following questions; <br /> 1. Is there going to be food-prep? <br /> 2. What is the time-frame of the build-out for the convenience store? <br /> 3. Will there be a fire alarm system for the building itself? <br /> Tom suggested that the applicant have the fire alarm system reviewed by the alarm company <br /> because both the appliance store and convenience store fire alarm systems are currently tied <br /> together, and may need to be updated. These items need to comply under the building permit. <br /> Mr. Marichal said that his time-frame will be approximately 6-9 months for both sides of the <br /> building. There is no food prep being done. <br /> Charlie Maintanis: <br /> Charlie asked if there are apartments above the stores. During construction there's a protocol to <br /> maintain the alarm and sprinkler system throughout the entire construction to protect the residents. <br /> He would like to have a meeting with Attorney Mills and go over items that need to be addressed, <br /> and because this is a change of use, it will require controlled construction. Charlie will be looking <br /> at the level of alteration. <br /> Katelvn Cadoret: <br /> Kate said that the project thus far doesn't need review from Conservation, but if there is a septic <br /> system upgrade, and re-grading of the parking lot within 200 ft. of the Mashpee River toward the <br /> rear of the lot requires Conservation review. If there is additional exterior work, expansion of the <br /> building, or any ground excavation within 200 ft. of the Mashpee River requires Conservation <br /> review. <br /> Evan Lehrer: <br /> Evan stated for the record that the change of a pre-existing non-conforming use to a new non- <br /> conforming use is allowed under the Zoning Bylaws so long as the ZBA makes a finding that the <br /> new non-conforming use is not substantially more detrimental to the neighborhood than the <br /> present or previous non-conforming use of the adult entertainment establishment. He noted that <br /> there are currently no substantial changes posted on the facade at this time, but in the future if <br /> there are plans for glazing or re-facing of the facade will require Design Review approval. Also <br /> signage will require an appearance and approval from Design Review for both the appliance store <br /> and the convenience store. <br /> Evan suggested that recommendations be made to the ZBA regarding Catherine Laurent's <br /> concerns, but all other recommendations and issues raised by the department heads are code <br /> related items that will be rectified under the building permit process. <br /> 3 <br />
