Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Tuesday, August 18, 2020 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Attorney Mills mentioned he had a discussion regarding the septic system with RMA <br /> Environmental who completed a 20-page draft report of the hydro-logic evaluation in anticipation <br /> of redesigning four different septic systems, and four new leaching fields. The conclusion and <br /> scope appears to be a feasible undertaking of the redesign to the four systems. BSC Group who <br /> knows a ground water discharge permit will be required. RMA is working on this endeavor with <br /> Stage Environmental to update the septic systems. The Attorney said that soil borings were <br /> performed,test levels were installed,the soil was tested,and ground water level dimensions were <br /> taken. <br /> Attorney Mills said that Mr. Marichal is in the process of cleaning out the building, and he would <br /> like to setup a meeting with Tom Rullo, Fire Chief and Charlie, Building Inspector, and others if <br /> required. <br /> Glen Harrinaton: <br /> Glen noticed that the application is an informal meeting, but there is a ZBA request for a Written <br /> Finding. He wanted to know if there will be recommendations made to ZBA according to the bylaw. <br /> Attorney Mills said that he considers this an informal meeting because there are no changes being <br /> made to the actual building. Glen said he knows a change of use would require a formal review. <br /> Glen said that the Board of Health will have an issue with the permitting. The Board of Health <br /> reviews this project being 6-7 months and the owner made a decision to go with the DEP Review, <br /> and he was told that DEP is not going to take jurisdiction which means the Board of Health will <br /> require that the system to be under 10,000 gallons per day. Either DEP is going to issue a ground <br /> water discharge permit or the Board of Health is going to take possession of the permit. He will <br /> need to know if there will be denite system or a ground water discharge permit. Glen would like to <br /> see the hydro-study even though it's in draft form. He will need to review the final floor plan for <br /> both the building permit and the food establishment if preparing food. The cigarette permit will be <br /> allowed because there was an existing permit.The parking and drainage are not going to be done <br /> until the septic is completed. He cannot issue any permit until the septic is completed. <br /> Evan Lehrer: <br /> Evan said that the zoning bylaw doesn't require the applicant to seek a formal meeting or Plan <br /> Review recommendations to the Board of Appeals. The appliance store was also an informal <br /> request, and the applicant was later asked to appear in front of Plan Review so the committee <br /> could discuss the recommendations to the applicant, and the ZBA for the Written Finding. He <br /> considers this an informal review simply because of the requirement mandated within the zoning <br /> bylaws. <br /> Catherine Laurent: <br /> Catherine would like to see the final plans of the drainage design once completed. She noticed an <br /> 18-wheeler truck was backing into the Country Store to make a delivery, and there was disruption <br /> with traffic flow. She wanted to know the plan for deliveries for this location. Catherine would like <br /> to make a recommendation that all deliveries will be onsite driving through, and not backing into <br /> the parking lot off Great Neck Road North. <br /> Mr. Marichal said that there's a side entrance to the right of the building, and there is plenty of <br /> space for travel toward the rear. <br /> 2 <br />
