Town of Mashpee <br /> • 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH — PUBLIC SESSION <br /> Mashpee Town Hall — Popponesset Meeting Room <br /> Minutes of the Meeting of September 24, 2020 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel,Chair Glen Harrington, Health Agent <br /> Veronica Warden,Vice-Chair Caitlin Cantella,Assistant Health Agent <br /> Ernest Virgilio,Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7:10 PM, and stated for the record that all Board <br /> members were participating remotely. <br /> OLD BUSINESS <br /> 1. Review of request for Title V variances—29 Seconsett Point Road. Mr. Harrington commented <br /> that, at the last meeting, the variance hearing for this matter was continued, so that the soil <br /> absorption system (SAS) loading could be determined. The owner stated that the geogrid was <br /> installed to make the SAS able to handle vehicle traffic. The plans did not show the geogrid and <br /> did not meet the manufacturer's requirements for vehicle loading design. The proposal also <br /> included the addition of one foot of stone to the end of the Infiltrator chambers, to obtain the <br /> required infiltrative area for a five-bedroom capacity. The owner and previous engineer spoke to <br /> the Infiltrator manufacturer,who provided a letter stating that the installation was rated for H-20 <br /> loading. Mr.Harrington was of the opinion that the addition of stone to a stoneless SAS is counter <br /> to the DEP approval and installation requirements for the Infiltrator chambers. He stated that, if <br /> there is any increase in size or capacity, it should be in kind with the required approval letter. <br /> Mr. Harrington recommended that either additional chambers be added to the end or another <br /> row be added to the existing leaching. He advised the Board that adding a full row of chambers <br /> to the end of the existing SAS would put the SAS inside the 10'setback to the abutting property <br /> line. It was his opinion that adding a row to the proposed garage side was a better location to get <br /> the additional capacity. <br /> Peter McEntee,of Engineering Works,introduced himself for the record and stated that he spoke <br /> with someone at Infiltrator to discuss the application of the geogrid over the units. After having <br /> installed a number of the units in various towns around Cape Cod, Mr. McEntee felt confident <br /> that the chambers could handle the vehicle load. He did not wish to comment on the additional <br /> Infiltrators to gain more capacity. <br /> Mr. Harrington stated that he could not determine the size of the existing d-box, but suggested <br /> that it may need to be replaced. Bill Humphrey introduced himself for the record,and stated that <br /> the d-box is H-20 rated and has a total of seven (7) outlets. His preference was to put the new <br /> row on the south side, because it is already cleared and would be the least disruptive. Chair <br /> 1 <br />
