Baumgaertel noted that this is a gravity fed system so he did not foresee any issues with even
distribution. With regard to the septic tank variance,he stated that the installation of the 40 mil
liner as mitigation was acceptable to him. At Mr.Humphrey's request, Mr.McEntee agreed to re-
design the leaching with the additional row with the geogrid,on the side of the property that does
not require a variance to the property line.
Ms.Warden asked if a septic inspection had been done, and Mr. Harrington answered that there
would be a permit pulled for the additional chambers and that would satisfy the inspection for
the leaching, but there would still need to be an inspection of the tank. The inspection is required
for the change of footprint.
There being no further comments or discussion,Veronica Warden moved to grant the 4'variance
from the septic tank to the foundation with the following conditions: 1) revised plans are
submitted showing the additional row with the geogrid; 2) a 40 mil liner be installed along the
foundation wall;and,3)aseptic inspection be performed for the tank. Motion seconded by Brian
Baumgaertel. Roll call vote: Veronica Warden (yes); Brian Baumgaertel (yes). VOTE: Unanimous
(2-0).
NEW BUSINESS
1. Review of Title V system —0 Cooper Street, Mr. Harrington commented that this proposal for
new construction has a design flow of 7,590 gallons per day. The proposed system to treat the
design flow is a Biociere 24/30 system with 10 operating components prior to the SAS, which
consists of three sets of 94' long x 2' wide x 2' deep trenches with pressure distribution. The
trenches are vented. The design has DEP Provisional Approval that carries a requirement for a
certification by the designer and manufacturer. The licensed installer must have training to install
the system by the manufacturer. The operations/maintenance and sampling regime are
explained within the DEP approval letter. The extensive treatment train is required to obtain the
5 mg/L of total nitrogen discharge required by the Special Permit.
Joe Henderson, of Horsley Witten Group, introduced himself for the record as representing the
applicant. This system Is designed to service 69 bedrooms in 39 affordable units, with a 7590 gpd
flow. The site is located off Falmouth Road and is comprised of three parcels totaling 13.84
building acres. They are proposing to use Provisional Use Approval for a Bioclere system to
increase their loading from 440 to 550 per acre. Mr. Henderson stated that, in order to meet the
Special Permit requirements for a system over 5000 gpd, they have to meet the lower effluent
2
