total nitrogen level. They accounted for mounding on the leach field to get 5' separation to
groundwater. The leaching is outside of all wetland buffers, so no variances are requested.
Mr. Harrington asked if a generator is being provided for back-up power, and Mr. Henderson
answered that they are proposing a generator receptacle on the panel, in the event a portable
generator is needed. He stated that,on affordable housing, they typically try to go with the less
expensive option, but indicated that a permanent standby generator could be added. It is possible
that one maybe required for the overall site, but they won't know until they have a more detailed
design on the project.
Chair Baumgaertel asked whatthe estimated reserve capacitywas, and Mr. Henderson answered
that they have 7800 gallons of emergency storage in the effluent pumping chamber, and there
would be a little storage in other components, but not a significant amount. Chair Baumgaertel
asked Ms. Warden and the Health Agent if they were comfortable with that amount of reserve
without a permanently attached back-up power source,and Mr.Harrington and Ms.Warden both
agreed they would be more comfortable if there was permanent back-up power, even though it
meets Title V.
Mr. Henderson asked if the reserve area would need to be constructed at the same time as the
primary, and Mr. Harrington answered in the negative, because this is not a commercial site. Mr.
Henderson stated that they are proposing a multi-zone valve that alternates distribution to the
three fields, and Mr. Harrington advised that the multl-zone valve would be a maintenance item.
Chair Baumgaertel suggested a larger equalization tank to hedge bets against the power outage.
Mr. Harrington noted that the plan reflects a 3000 gallon equalization tank on the profile but, in
site plan portion, it is labelled as 4000 gallons with an optional 6000. Mr. Henderson clarified that
the plan should show a straight 3000 gallon equalization tank, with no aeration chamber.
It was agreed that Mr.Henderson would submit a full set of construction plans to the Board when
they are available. Mr. Harrington stated he was specifically looking for more information
regarding the profile on the components. He noted that, with a pump system, no venting is
required, but stressed that these system operate better and longer with venting.
Mr. Harrington asked what the carbon source would be, and Mr. Henderson answered it may be
50%methanol or a Micro-C. Mr. Harrington warned that any of the methanol is flammable, and
the Fire Department would have a lot of conditions for approval of its use. Mr. Henderson stated
that the system would be set-up with one main panel that would control everything, but he was
not sure if it would have the ability to be operated remotely. He indicated that it might be an
option to have Aquapoint operate their system.
Chair Baumgaertel indicated that, conceptually, with the addition of the generator, the plan
looked good, but there are a few details that need to be cleaned up, and they need to see some
of the notes that are typically on a Title 5 plan. Mr.Henderson reminded the Board that they still
need to go through the 40B permitting process. Mr.Harrington agreed to review everything again
before it goes to ZBA.
There being no further comments or discussion,Veronica Warden moved to approve the septic
system design for 950 Falmouth Road/0 Cooper Road with the conditions that the installation be
in accordance with the DEP Provisional Approval Letter, installed by a certified installer, approval
of the system by the design engineer and the manufacturer, revised plans be submitted to the
3
