• Advised a dance studio regarding how to plan for their Nutcracker performance this year <br /> • Attended a webinar regarding municipal reimbursement for COVID expenses round two <br /> Chair Baumgaertel asked what kind of Halloween guidance had been provided,and Mrs.Cantella <br /> answered that everyone is being encouraged to continue following previously established safety <br /> standards put out by the state,along with more detailed information via a direct link to the CDC's <br /> Halloween guidance page. <br /> Chair Baumgaertel asked if any other towns were looking to put restrictions on trick-or-treating, <br /> and Mrs. Cantella answered that she had not heard of any. Most towns are referring people to <br /> the CDC guidance. Mrs. Cantella stated that the concern, from what she's heard, is that <br /> discouraging Halloween activities might provoke more gathering in lieu of trick-or-treating. <br /> Chair Baumgaertel asked if any of the positive Mashpee cases in recent weeks were school-age <br /> residents, and Mrs. Cantella answered that she had not received any notifications about cases <br /> specifically in the schools. <br /> NEW BUSINESS <br /> 1. Review and approval of meeting minutes. The minutes of the September 24,2020 public session <br /> were reviewed and one correction was requested by Ms.Warden. <br /> There being no further comments or revisions,Veronica Warden moved to approve the minutes <br /> of the September 24,2020 public session meeting. Motion seconded by Ernest Virgilio. Roll call <br /> vote: Ernest Virgilio (yes); Veronica Warden (yes); Brian Baumgaertel (yes). VOTE: Unanimous <br /> (3-0). <br /> 2. Sign expense warrants. It was understood that expense warrants would have to be signed <br /> outside of the meeting, due to there being no Board members physically present. <br /> 3. Review and approval of Title 5 Variances—15 Kim Path. Mr. Harrington commented that a tear <br /> down/rebuild is proposed for this three-bedroom dwelling. The lot is small and abuts Dean's <br /> Pond. The proposed plan has four variances to accommodate the new dwelling and septic. The <br /> abutter to the southeast had to be notified due to the property line variance for the septic tank <br /> and soil absorption system (SAS). The front yard is being raised by a concrete block wall to <br /> accommodate the raised septic system. The floor plans were not provided with this submittal. <br /> Jeff Ryther,with BSS Design,introduced himself for the record as representing the applicant. The <br /> plans were shared with the Board. Mr. Ryther stated that the owner never had the system <br /> pumped,so they do not know what the existing system consists of or where it is located. Three <br /> test logs were provided. Chair Baumgaertel did not see the marker for the second test hole on <br /> the plan,and Mr.Ryther explained that the two test holes were about8'apart. Chair Baumgaertel <br /> noted that there were a couple of options available that would raise the system up a foot from <br /> where it was proposed and suggested that,given the high groundwater,those options should be <br /> carefully considered. Mr. Ryther responded that there were only a few inches of cover over the <br /> tank, and they were trying to avoid having too much wall sticking up. Chair Baumgaertel asked if <br /> Mr. Ryther had looked at low pressure distribution versus a gravity fed system, and Mr. Ryther <br /> indicated he had not. He stated that the system across the street is almost identical in design and, <br /> based on the variance previously granted for that property,he went with a straight gravity system. <br /> Ms. Warden agreed with Chair Baumgaertel that it would be preferable to get the system away <br /> 2 <br />
