Town of Mash ewe <br /> 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall — Popponesset Meeting Room <br /> Minutes of the Meeting of October 29, 2020 <br /> Board Members Present: Member Absent: Also Present: <br /> Veronica Warden,Vice-Chair Brian Baumgaertel,Chair Glen Harrington, Health Agent <br /> Ernest Virgilio,Clerk Caitlin Cantella,Assistant Health Agent <br /> Vice-Chair Veronica Warden called the meeting to order at 7:00 PM, and stated for the record that all <br /> Board members were participating remotely. <br /> OLD BUSINESS <br /> 1. Review and approval of Title 5 Variances-15 Kim Path. Mr.Harrington commented that,at the <br /> last meeting,the Board requested that the engineer check for abutting wells, provide floor plans <br /> for the new dwelling, and investigate possible ways to provide the 5'separation to groundwater. <br /> Revised plans and architectural plans were subsequently submitted. The septic design was <br /> reviewed technically,and the engineerwas made aware of the deficiencies. The Board's requests <br /> have been met, with the exception of checking for abutting wells. One abutter did contact the <br /> office with concerns. <br /> Jeff Ryther, of BSS Design, introduced himself for the record as representing the applicant. He <br /> stated that all the systems in this neighborhood are raised and, in this case, there was no room <br /> for the system except in front yard. The retaining wall is the same height as on the original plan, <br /> but they are now proposing to change the tank to a tank and pump chamber. The system was <br /> previously proposed as a gravity system, but is now proposed as a pressure-distribution system. <br /> The distance from the edge of pavement to the base of the retaining wall is 9'. <br /> Arthur Dean,owner of an abutting property, introduced himself for the record. He stated that he <br /> had safety concerns about raising the height of the retaining wall from 3.5' to 4.5', due to the <br /> possible impact on visibility and line of site for vehicles pulling out of the driveway. Mr. Dean has <br /> grandchildren that visit and play in the area, and this is a high traffic road due to it being the first <br /> thru street from Uncle Percy's to Shore Road. Mr. Ryther explained to Mr. Dean that the height <br /> of the retaining wall was not proposed to be increased,which put the abutter's concerns to rest. <br /> Mr.Harrington asked Mr.Ryther if he had looked for wells,and he answered that he had provided <br /> a letter from the Water District certifying that all abutting properties were hooked up to Town <br /> water. Ms. Warden asked what the existing system consisted of, and Mr. Ryther answered that <br /> even the owners do not know and no covers could be located. Peter McEntee's test hole and <br /> groundwater information were used, which was acquired using a data logger. The calculations <br /> for pressure distribution were provided,but it was noted that the benchmark was not on the plan, <br /> and Mr. Ryther stated that it should have been shown at elevation 5.56.
