There being no further comments, Ernest Virgilio moved to continue the matter of approving the <br /> minutes of the October 8,2020 public session meeting until the next meeting. Motion seconded <br /> by Veronica Warden. Roll call vote: Ernest Virgilio (yes); Veronica Warden (yes). VOTE: <br /> Unanimous(2-0). <br /> 2. Sign expense warrants. It was understood that expense warrants would have to be signed <br /> outside of the meeting, due to there being no Board members physically present. <br /> 3. Review and approval of Title 5 Variances—12 Sachem Road. <br /> Matt Costa,of Cape&Islands Engineering, requested a continuance on this matter. <br /> There being no comments or discussion, Ernest Virgilio moved to continue the matter of Title 5 <br /> variance requests at 12 Sachem Road to the next meeting. Motion seconded by Veronica Warden. <br /> Roll call vote: Ernest Virgilio (yes);Veronica Warden (yes). VOTE: Unanimous (2-0). <br /> 4. Review and approval of Title 5 Variances—2 Santuit Lane. Mr. Harrington commented that this <br /> property has a tear down/rebuild proposed for the three bedroom dwelling. The existing septic <br /> is a cesspool in groundwater. The proposed septic system is a 1500 gallon septic tank with a 500- <br /> gallon pump chamber, which will pump to a 54' long x 6.8' wide leaching trench with Infiltrator <br /> chambers. A landscape wall is required to divert flow from going onto the abutter's property. <br /> Pressure distribution is utilized to provide flow to the SAS. One variance is requested to allow the <br /> SAS to be constructed within 4' of groundwater. <br /> Mr. Costa stated that a V variance to groundwater was being requested. The proposed system <br /> would consist of a two-compartment tank, pump chamber,and pressure-distribution leach field. <br /> A retaining wall would have to be built to raise the grade, but all of the setbacks to the property <br /> lines were being met. In Mr. Costa's opinion, the enhanced treatment was worth taking a 1' <br /> reduction, which is allowed in Title 5. It would help reduce the mounding effect on the lot and <br /> the cost of the retaining wall. Mr. Harrington stated that the Board has approved this drop to <br /> groundwater before with the requirement for use of pressure distribution. The existing cesspool <br /> is in groundwater, and he agreed that this is a move in the right direction. <br /> Ms. Warden expressed concerns about the problems with the pond. Mr. Costa responded that <br /> the distance to groundwater doesn't change any of the phosphorous removal efficiencies. This <br /> would be a great opportunity for phosphorous removal technology, but there are no regulations <br /> in place to help drive that innovation. Mr. Costa's opinion was that this is a good design for this <br /> particular site, and it is allowed under a local upgrade approval without compromising any of the <br /> treatment efficiencies. <br /> There being no further comments or discussion, Ernest Virgilio moved to approve the I'variance <br /> to groundwater at 2 Santuit Lane. Motion seconded by Veronica Warden. Roll call vote: Ernest <br /> Virgilio(yes);Veronica Warden (yes). VOTE: Unanimous(2-0). <br /> 5. Discussion of holiday celebrations during the COVID-19 pandemic. Ms. Cantella commented <br /> that the upcoming holiday season has prompted several press releases and new guidance from <br /> the Governor's office. People typically travel a lot during the holidays and college students return <br /> home. The current travel order is still in effect, and the gathering order, which limits gatherings <br /> to 25 people, does not eliminate the risk involved for gatherings of less than 25.
