Discussion of schedule of payment of Board member stipend—Town Manager. <br /> Town Manager Rodney Collins proposed to the Board,with respect to the annual stipend,that it <br /> be divided into two equal payments, paid in December and June. Previously,a single payment of <br /> $1000 was issued in December. The purpose for this change is to avoid any shortfall that might <br /> be created if a member were to resign from the Board after receipt of the stipend but before the <br /> end of the fiscal year. In a case like that, the department would not have stipend funds for the <br /> new member until the next fiscal year. Board members did not have any issue with that. <br /> There being no further comments or discussion, Ernest Virgilio moved to approve the proposed <br /> split stipend payment,twice yearly,for Board of Health members. Motion seconded by Veronica <br /> Warden. Roll call vote: Ernest Virgilio(yes);Veronica Warden (yes). VOTE: Unanimous(2-0). <br /> 5. Other Matters <br /> The Board did not go into executive session, but did briefly discuss the matter of the property at <br /> 73 Lovell's Lane. <br /> Mr.Harrington began by advising Board members that,prior to this meeting where the Board was <br /> to discuss possible court action relative to this property, he and the Assistant Health Agent had <br /> visited the property to determine if any progress had been made. They encountered a young <br /> man who did not Identify himself, and a woman named Courtney, who is the daughter of Ron <br /> Turner and the granddaughter of Seaman Turner. Courtney stated that they had been working <br /> on the property for three months. Mr. Harrington advised her that our office had not been <br /> notified,and that the Board was about to issue a complaint in court against them. Mr.Harrington <br /> stated that the property did look better, in terms of the amount of clutter on the ground in front <br /> of the house. There were still several vehicles on the property, including a tractor trailer, a <br /> "Corsair" camper trailer, an ambulance, three pick-up trucks, a van and a car. Health Agents <br /> observed additional clutter beside and beyond the house that could be seen from the street. <br /> Mr. Harrington informed the Board that Courtney and her child were living on the property in a <br /> trailer. He did not know if trailer was tied into the septic, but he advised the Board that he <br /> intended to investigate those details and ensure no one is living there unsafely. He also indicated <br /> that he would like to access the dwelling to get an idea of its condition,though he knew it had not <br /> been lived in for 20 years. <br /> Ms. Warden stated that it was good to know some progress had been made, but that this issue <br /> has been ongoing for 20 years,and the Board needs to see sustained progress. She recommended <br /> continuing the matter until Chairman Baumgaertel could be present,and after Health Agents had <br /> another opportunity to visit the property and assess the progress. Mr.Virgilio stated that he was <br /> not familiar with the property and did not feel qualified to make any decisions relative to it, but <br /> he would be in favor of avoiding litigation in any situation where progress was being made. Mr. <br /> Harrington stated that he would send Mr.Virgilio the recent history on the property. <br /> There being no further comments or discussion, Ernest Virgilio moved to continue discussion of <br /> 73 Lovell's Lane until the next meeting.
