In addition, the job posting was sent to all Cape Cod Housing Authorities.
The sub-committee to reviewed nine applicant resumes, selected three candidates to
interview, interviewed the candidates, rated the candidates and then met again to review
ratings and make a selection. At this time, the subcommittee is recommending that the
board approve Carol Mitchell as the new Executive Director for the Mashpee Housing
Authority. After discussion, a motion was made by Kevin Shackett and seconded by
Richard Halpern to accept the sub-committee's recommendation and offer the
position to Carol Mitchell, effective October 1, 2020. The motion carried
unanimously.'
b) Executive Director Contract offer: Ms. Allen then reviewed the DHCD Executive
Director Salary Calculation and proposed contract that the subcommittee would like to
suggest as an offer. The contract is the DHCD template, with one addendum to include a
stipend for travel. Given that there is a lot of travel with this position between agencies,
and the time it takes to document all of that travel, the subcommittee is recommending a
stipend be paid in lieu of Ms. Mitchell having to submit Travel Expense Reports. The
amount suggested is based on the previous Executive Director's travel expenses. The
term of the contract is from October 1, 2020 through June 30, 2022. The contract is for
40 hours per week with an annual salary of$121,000.00, plus travel stipend, and benefits
as described in the housing authority's Personnel Policy. After discussion, a motion was
made by Kevin Shackett and seconded by Richard Halpern to offer the contract as
presented to Carol Mitchell, effective October 1,2020 through June 30, 2022, for
$121,000 salary and a stipend of$125.00 per month for each managed authority
other than Mashpee and other benefits as listed in the Personnel Policy. The motion
carried unanimously. Ms. Allen asked the treasurer to sign the contract, as she will,
with witnesses, and she will get everything to DHCD after Ms. Mitchell has accepted and
signed. Mrs. Botsford stated that the housing authority will be in good hands with Ms.
Mitchell and that she will do the best she can to make the transition smooth.
NEW BUSINESS: none
OTHER BUSINESS: Mr. Halpern thanked the Committee for all of their hard work
throughout this process. Ms. Meizinger stated that Ms. Mitchell was absolutely the best fit and
has a good vision for the housing authority going forward. Mr. Halpern asked how things were
going with Carver. Mrs. Botsford stated that they had gotten a little better, but there were still
some challenges. Ms. Allen mentioned that the board would still be behind a decision to
terminate that contract if things weren't going well. Mrs. Botsford stated that she would leave
that determination up to Ms. Mitchell after she has had an opportunity to experience things for
herself but reminded the board that releasing from that contract will mean cuts to staff salaries.
CORRESPONDENCE/COMMUNICATIONS: none that hasn't already been mentioned.
NEXT MEETING DATE/TIME: The next meeting will be scheduled for Thursday, July 9 at
5:00 PM.
