Due to the pandemic and Town of Mashpee regulations, the meeting was being held
virtually, but the Chair announced that it was being live streamed on Channel 18 and could also
be viewed at ww-w.mashpeema.gov/chaiu-iell8. Although public comment was not expected,
viewers wishing to comment could call (508) 539-1400, extension 8585. The Pledge of
Allegiance was recited.
WORKSHOP—COMMUNITY ENGAGEMENT ACTION PLAN/COMPREHENSIVE
PLAN UPDATE VISIONING EXERCISE
Chairman Phelan began by reading aloud the Vision Statement from the 1998 Local
Comprehensive Plan. He then invited comment from Planning Board members to comment and
discuss if this statement was a reflection of current feelings and to bring this vision to reality
pointing out that no substantial policy changes have occurred since this plan was adopted in 1998
and that the document was very lengthy. Chair Phelan said that Mr. Lehrer had previously sent
out a draft plan and made some changes. Mr. Phelan invited members to comment.
Mr. Balzarini said he would like to see a survey to ask citizens what their ideas are for growth,
change and areas that should be priorities. Ideas may have changed over time. He feels it
starting with a survey would be the first step in moving forward.
Mr. Phelan agreed with points made by Mr. Balzarini. He said when he moved here 30 years
ago, he discovered that we were not very walkable community like some other Cape towns. He
was surprised how vehicle dependent Mashpee was and how perhaps Mashpee and other towns
did not think about other modes of transportation in the future. He pointed out that we have
funds available to engage with a consultant and we may be best served to have a questionnaire
written by a professional to be assured that we are asking right questions. Mr. Fulone agreed that
there is a real skill to writing a survey correctly.
Ms. Waygan stated that she felt the Vision Statement is rather long and that most are only one to
three sentences. She believes that we can make all of the points of the statement still keeping the
1
