content but just in a much more condensed format. She agreed that a survey would be good but
hiring a consultant is a rather lengthy process. Ultimately, she is in support of a survey.
Ms. Waygan made the point that the Town of Yarmouth is doing a visioning session and are not
immediately updating their Local Comprehensive Plan. The survey is very simple asking only
three questions: What is working for their town, what is not working and lastly, what is their
vision for the future. Yarmouth held three separate virtual workshops focusing on these areas.
Ms. Waygan then questioned Mr. Lehrer regarding the documents he provided for the meeting.
Mr. Lehrer clarified that the first document was only a rough draft for discussion. He then made
revisions to put the document into a more comprehensible form incorporating points made by the
Board previously in hopes of creating more of a process and to make more of a recommendation
in how to move forward. He then made reference to Ms. Waygan's points made about the Town
of Yarmouth specifically about keeping the process simple. Mr. Lehrer stated that it is his
intention for the first public session to give everyone the overview of the vision from 1998 so
that people can make an assessment of areas that are working or not working.
Ms. Waygan concluded that she is in support of hiring a consultant if we are to use more than
three questions on a survey. Mr. Lehrer asked Ms. Waygan how data was collected for the three
question Yarmouth Survey. She stated it was open ended and people could submit responses and
that 90 participated via survey and 90 people participated in the online workshops.
Mr. Phelan asked Ms. Waygan about the Town of Yarmouth splitting up the Visioning work
with the Local Comprehensive Plan.
Mr. Callahan stated that the vision statement would benefit from consolidation. He recognized
that the Town of Mashpee is still experiencing growth and advocates for a more dense
development pattern by concentrating development and redevelopment in the already built up
areas of the Town.
Mr. Hansen felt it would be important to look at some of the key factors that have impacted
Mashpee over the last twenty years. He mentions the impacts created by rapid growth. HE
contemplates the impacts of commercial and industrial development specifically mentioning
Mashpee Commons and the industrial parks. He wonders if people do or do not wish to see more
of this type of development. He urges the Board to consider the impacts to population growth,
water usage, wastewater collection. He expresses concern for losing the "small town feel" of the
Town.
Mr. Phelan addresses the discussion of rapid growth and notes that the primary areas of growth
continues to be single family homes on title V septic systems. He wonders if the Town ought to
deviate from growth in this area as it is the primary cause of nitrogen pollution. MS. Waygan
noted that she believes that there is more multifamily housing in Mashpee than people may
realize.
Mr. Fulone states that we use terms like `rapid growth' and `a lot' of multifamily housing and
asks, what does this mean? He thinks that the Board need consider how we use this language and
that the Board needs to quantify these terms. The Town Planner put this in perspective and states
2
