OLD BUSINESS <br /> Discussion Regarding Potential Inclusionary Zoning Bylaw Proposals <br /> The Town Planner noted his work to complete a light update of the Housing Production <br /> Plan that was due in November 2020. He was struck by the fact that the priorities he has <br /> advocated for on numerous occasions: examination of the already built environment,particularly <br /> commercial and industrial areas for mixed use development and redevelopment in areas where <br /> infrastructure already exists are already contained and approved by the Planning Board and the <br /> Board of Selectmen. Also included is the adoption of more robust inclusionary zoning <br /> provisions. He noted we know what the issues are. He noted that there are potential regulatory <br /> mitigation measures to be taken to address those issues, but that the Town has not yet set into <br /> motion the necessary regulatory changes to achieve the goals defined in the Housing Production <br /> Plan. IF the vision as defined in '98 still resonates with people,the Board finds that, via the <br /> visioning process, many of these goals remain consistent,then it is prudent to proceed with the <br /> appropriate amendments to achieve those goals as defined. With regard to inclusionary zoning he <br /> maintains that other modifications to enable mixed use and multifamily housing must occur in <br /> order to make inclusionary zoning provisions productive. <br /> CHAIRMAN'S REPORT <br /> Thank you to Ms. Jen Clifford, former Board Secretary— <br /> Chairman Phelan noted that the Board's former secretary had stepped down and thanked her for <br /> her contributions to the Board. Mr. Lehrer noted that the Planning Department administrative <br /> secretary would assume her duties until a replacement is found. <br /> TOWN PLANNER REPORT <br /> Flood Plain Bylaw Zoning Provisions Update- Mr. Lehrer reported that the GIS/E911 <br /> Coordinator had notified him that the Town's zoning bylaw provisions relative to flood plain <br /> regulations may require amendments. He will be reviewing a model bylaw provided by the E911 <br /> Coordinator for its consistency with existing zoning regulations. If changes are necessary zoning <br /> articles should be submitted in July for the October 2021 Town Meeting. <br /> Consulting Engineer RFP and Interview Process Update-Mr. Lehrer reported that <br /> three proposals were received from consultants to replace Charlie Rowley. He hoped to gather <br /> the preliminary review team within a week and to make a recommendation to the Board for <br /> interviews at the next meeting. <br /> Impact Fees Presentation Reminder— <br /> The Town Planner reminded the Board that Town Counsel will be making a presentation at the <br /> meeting on 1/20/2021 regarding Impact Fees. <br /> 4 <br />
