Warrant Articles: Special Town Meeting: October 15,2007. <br /> ' ARTICLE 1. FY107 Bills. <br /> Submitted by: Town Accountant. <br /> Four bills totaling$5,348 were received by the Town Accountant after the close of FY '07, (June 30, <br /> ;r 2007). Voter approval is needed to pay these invoices. <br /> ` THE FINANCE COMIMIITTEE RECOMMENDS TOWN MEETINGA10W6 L OF ARTICLE 1. <br /> ARTICLE 2. Cancel and Rescind Previously Approved,or Unspent, Capital Balances. <br /> Submitted by: Town Accountant. <br /> There are presently 12 borrowing authorizations previously approved at Town Meetings between October <br /> 1993 and May 2005 which have either been un-issued or have unexpended balances. The total of these <br /> + un-issued or unexpended balances total $7,054,104. The Town Accountant is seeking Town Meeting <br /> approval to cancel and/or rescind these balances. Approval of this request will"clean up"the annual <br /> financial report and reduce the total of the town's authorized debt. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETINGAPPROk4i OF ARTICLE 2. <br /> ARTICLE 3.Authorize Inter-Municipal Agreement. <br /> Submitted by: Board of Selectmen. <br /> This Article seeks approval to authorize the re-negotiation of an agreement between Mashpee, <br /> Falmouth,Bourne and Sandwich to continue the operation of the Regional Transfer Station at the <br /> Massachusetts Military Reservation(Otis). The present agreement expires on December 31,2007. <br /> Presently,household and commercial waste collected from Mashpee homes,businesses, or our transfer <br /> ? station is transported to the Otis facility where it is loaded onto railroad cars which transport the waste to <br /> the SEMASS incinerator in Rochester. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE 3. <br /> * ' ARTICLE 4.Additional FY 08 School Funds. <br /> Submitted by: Board of Selectmen. <br /> This Article requests approval to appropriate $279,000 in additional Chapter 70 funds from the State <br /> ' after the adoption of the FY08 budget to the School Department budget. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLE 4. <br /> ARTICLES 5,6,7, 8,9, 10, 11, and 12. Appropriation of Community Preservation Act Funds. <br /> Submitted by: Community Preservation Act Committee. <br /> Beginning with the FY '05 budget,the State offered an optional program called the Community <br /> ?+, Preservation Act(CPA)which allows municipalities to collect funds through an annual 3% surcharge <br /> 7; on property assessments,which is then matched by state funds,thereby substantially increasing the <br /> amount of money raised. The program,however, does require specific, limited categories for which the <br /> funds can be used. These uses include the acquisition, creation,preservation, rehabilitation and/or <br /> restoration of. 1). Open Space; 2). Historic Resources; 3). Recreational Land, and 4).
