In addition to the projects,which must be approved at Town Meeting, a minimum of 10% of the total
<br /> funds raised must be appropriated, or reserved, for future appropriations, in each of the following
<br /> categories: 1) Open Space(excluding recreational uses),2) Historic Resources, and 3)Affordable
<br /> Housing. Further,the enabling legislation creating this program established a local Community f
<br /> Preservation Committee(CPC)to administer and oversee the program, and to review and recommend
<br /> to the Board of Selectmen and to the voters those projects which qualify for funding under the stated
<br /> criteria.
<br /> As required by the legislation,Mashpee's participation in the CPA program was approved and adopted by
<br /> the town's voters at the October,2004 Town Meeting and at the General Election held in November
<br /> 2004. The creation of the Community Preservation Committee was approved by the voters at the May
<br /> 2005 Town Meeting. Selectman Wayne Taylor serves as the present chair of the committee. ,
<br /> The raising of CPA funding through the property assessment surcharge began on July 1,2005. In FY 07,
<br /> $886,334 was raised in surcharges,which was supplemented by$886,334 in state matching funds,
<br /> bringing the total available funds for the year to $1,772,668.
<br /> The eight Articles listed below, are those projects and reserve appropriations being recommended by the
<br /> CPC under the CPA program. The total appropriation recommendation is $1,351,636 of the total amount
<br /> available of$1,772,668. Please note that while the Articles are listed as a group here for presentation
<br /> purposes, each Article will be voted upon individually at Town Meeting. The Finance Committee
<br /> recommendation follows the explanation of the 8 funding Articles.
<br /> Article 5: Reservation of Program Criteria Minimum Funds. I
<br /> As noted in the explanation, an estimated$1,772,668 will be available in FY08 funds for CPA purposes.
<br /> The legislation requires that 10% of the funds raised through this Act either be directly appropriated or
<br /> reserved for future appropriations in each of three categories: Open Space,Historic Resources, and
<br /> Affordable Housing. The CPC is recommending approval to set aside$177,267 as reserves for future
<br /> projects under the minimum 10% allocation criteria in each of the accounts for Open Space,Historic
<br /> Resources, and Affordable Housing programs,respectively. The total amount being reserved for these
<br /> purposes is $531,801. The balance of$1,240,867 will be reserved for CPA projects. Appropriation of j?
<br /> these reserve funds for specific projects will require future Town Meeting approval.

<br /> Article 6: Restoration of the Old Indian Meeting House(Criteria: Restoration of Historic
<br /> Resources)
<br /> Submitted by the Wampanoag Tribal Council,this request is to appropriate$325,000 to complete the
<br /> restoration of the Old Indian Meetinghouse. This building,which is on the National Register of
<br /> Historic Places, is the oldest Indian meetinghouse in the United States. When completed, this building,
<br /> which is an essential part of the history of the Town of Mashpee,will be open to the public and be
<br /> available to the community for church services,weddings, and funerals.
<br /> Article 7: Mashpee Archeological Survey(Criteria: Preservation of Historical Resources)
<br /> Submitted by the Mashpee Historical Committee,this request is to appropriate$20,000 to fund a
<br /> "reconnaissance-level" survey of the entire town to identify,preserve, and protect its archeological and
<br /> cultural resources. Professional consultants will be retained to identify such resources from pre-historic
<br /> times to the present.
