"^ Article 8: Breezy Acres Expansion Project(Criteria: Construction of Affordable Housing) <br /> , Submitted by the Mashpee Housing Authority,this request is to construct additional affordable housing <br /> f units located at the Breezy Acres complex at 570 Old Barnstable Road. Breezy Acres currently has 6 <br /> duplex units of perpetually affordable, family rental units managed by the Mashpee Housing Authority. <br /> At the May Town Meeting, a project was approved to construct two additional duplex units of 4 units <br /> each. Phase II of the Housing Authority proposal requests Town Meeting approval of an additional <br /> $225,000 to construct a second duplex unit of one, 2 bedroom and one, 3 bedroom unit. The two <br /> f N` bedroom unit will be handicap accessible. <br /> Article 9: Construct Access Road to Town Property. (Criteria: Preservation of Open Space) <br /> Submitted by Department of Public Works,this project requests an appropriation of$70,000 to construct <br /> �.'., a crushed stone parking area on the 10 acre parcel of land at South Cape Beach acquired for land <br /> conservation and recreational purposes. <br /> Article 10: Resurface High School Track(Criteria: Renovation of Recreational Facilities) <br /> Submitted by the School Committee,this project requests an appropriation of$69,300 to re-surface the <br /> 11 year old high school track. While it will be re-constructed to meet high school track standards,it will <br /> also be available for public recreational uses, as well as summer youth programs. <br /> Article 11: Mashpee Village Re-Capitalization Project. (Criteria: Rehabilitation of Affordable <br /> Housing) <br /> Submitted by the owners and managers of Mashpee Village,this project requests an appropriation of <br /> .,R $90,535,to be used as a local match which will release state and federal Housing Stabilization Funds <br /> totaling$750,000 to be used for the rehabilitation of the 145 unit Mashpee Village complex of affordable <br /> ' housing. <br /> yv <br /> Article 12: Transfer of Administrative Services Funds. <br /> The CPA legislation provides that 5% of the funds collected can be used for administrative, auditing, <br /> legal, engineering, or other associated costs incidental to the administration and oversight of the CPC. <br /> This Article requests approval to transfer$20,000 currently held in the FY2008 Community Preservation <br /> Budgeted for Appropriation Reserve to the Community Preservation Administrative Purchase of Services <br /> Account for such purposes. <br /> The adoption of the Community Preservation Act provides municipalities, like Mashpee,the <br /> opportunity to fund on a"pay as you go basis"capital projects which would otherwise be deferred, <br /> not considered, or require long debt financing to implement.The approval of the 8 Articles <br /> described above will neither affect the already approved FY 108 budget,nor will it have an affect on <br /> the property tax rate,which will be set in December.
