Transfer of Properties for Affordable Housing Purposes. <br /> Submitted by: Board of Selectmen <br /> This Article seeks approval to transfer the title of three properties taken for non-payment of property <br /> taxes to persons or corporations who would construct affordable homes or apartments. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETINGAPPA"OF ARTICLE 16. <br /> Articles 17, 18, 19, 20, and 22. Zoning By-Law Amendments. <br /> Submitted by: Planning Board. <br /> The Planning Board has submitted 5 Articles requesting approval for amendments and/or clarifications <br /> of existing By-laws. Each Article will be voted on individually. The Articles are as follows: <br /> • Article 17 would allow a new lot to extend more than 30 feet into a zoning district boundary. <br /> • Article 18 would permit"personal kennels" in any zoning district subject to a staff level <br /> plan review process. <br /> • Article 19 would authorize the Planning Board to issue a special permit to allow congregate <br /> care and assisted living facilities in the C-3 commercial zoning district. <br /> • Article 20 would amend and update the Zoning by-law regulating building and free-standing <br /> signs. <br /> • Article 22 would establish regulations and standards for the construction of various wind <br /> ' power facilities and would set a Special Permit process by the Planning Board for such <br /> approval. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPRU"i OF ARTICLES <br /> ,R 17, 18, 19,20, and 22. <br /> N; Article 21. Establish an Historic District and an Historic District Commission to Regulate <br /> a Development within the District. <br /> Submitted by: Historic District Study Committee <br /> Approval of this Article will establish an Historic District along a portion of Main Street(Route 130) <br /> from Ashumet Road to Cotuit Road, and along Great Neck Road North to Meetinghouse Road, in <br /> accordance with Chapter 40C of MA General Laws, and to establish a Historic District Commission <br /> r appointed by the Board of Selectmen to oversee the newly created District. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETINGAPPRO"L OF ARTICLE 21. <br /> Article 23. Authorize Conversion to a Public Street. <br /> Submitted by: Resident Petition <br /> Residents,whose homes are on what are now private roads, may request that their streets be accepted as <br /> Town of Mashpee public streets. The procedure for accomplishing this is a two step process, each step of <br /> which requires Town Meeting approval. Step 1 involves the authorization for the town to prepare the <br /> legal description of the streets to be accepted and sets a"not to exceed" cost to complete the task. Step 2 <br /> ' involves the approval of the actual,projected costs to bring the street(s)under consideration to municipal <br /> road construction and drainage standards and includes the authorization to bill the affected property <br /> ,s owners as"betterment assessments". As a result, all the costs associated with both processes are <br /> ry borne by the residents of the named streets, and there is no immediate impact on municipal <br />
