Exempt School Department from Capital Project Review. Submitted by: Resident Petition. '^ This petition Article, submitted by two long-time school employees involved in the transportation of x, special needs students, seeks to amend the By-law requiring all capital expenditures be reviewed and recommended to the voters as part of the annual municipal budget,by exempting the School Department from having to participate in the review process. While the specified intent of the petitioners is to limit the exclusion only for the purchase of vehicles to be used in the transportation of special needs students, by exempting the School Department from the By-law would mean that all School Department capital projects would be exempt from the capital projects review process. While the employees should be complimented for their concern and initiative,the Finance Committee feels very strongly that to exempt the School Department from the capital projects review process would not be in the best interest of either the School Department or the municipality as a whole. FOR THE REASONS STATED ABOVE,THE FINANCE COMMITTEE RECOMMENDS DEFEAT OF ARTICLE 24. Articles 25 and 26. Licensing of Kennels and Establishing a Fee Schedule. Submitted by: Resident Petition. Article 25 requests Town Meeting approval to amend Chapter 79 of the Mashpee Code to establish r provisions to license and regulate various types of kennel facilities. Article 26 seeks to further amend Chapter 79 setting the types of fees to be charged. "Certified Service Dogs"and"Domestic I Charitable Corporation Kennels"would be exempted from the provisions of Article 26. While a majority of the Finance Committee recommend approval of Article 25,two members have { voted against adoption,because the Board of Health has set similar regulations relative to kennels, and those members feel the regulations should be uniform before being presented to Town Meeting, so as to avoid conflicts and confusion between the two sets of regulations. The feeling of the majority,however, is since no regulations pertaining to kennels presently exist, it is more important to establish these regulations now rather than to wait for an over-all inter-agency agreement.
