Exempt School Department from Capital Project Review. <br /> Submitted by: Resident Petition. '^ <br /> This petition Article, submitted by two long-time school employees involved in the transportation of x, <br /> special needs students, seeks to amend the By-law requiring all capital expenditures be reviewed and <br /> recommended to the voters as part of the annual municipal budget,by exempting the School Department <br /> from having to participate in the review process. While the specified intent of the petitioners is to limit <br /> the exclusion only for the purchase of vehicles to be used in the transportation of special needs students, <br /> by exempting the School Department from the By-law would mean that all School Department capital <br /> projects would be exempt from the capital projects review process. <br /> While the employees should be complimented for their concern and initiative,the Finance Committee <br /> feels very strongly that to exempt the School Department from the capital projects review process would <br /> not be in the best interest of either the School Department or the municipality as a whole. <br /> FOR THE REASONS STATED ABOVE,THE FINANCE COMMITTEE RECOMMENDS <br /> DEFEAT OF ARTICLE 24. <br /> Articles 25 and 26. Licensing of Kennels and Establishing a Fee Schedule. <br /> Submitted by: Resident Petition. <br /> Article 25 requests Town Meeting approval to amend Chapter 79 of the Mashpee Code to establish <br /> r <br /> provisions to license and regulate various types of kennel facilities. Article 26 seeks to further amend <br /> Chapter 79 setting the types of fees to be charged. "Certified Service Dogs"and"Domestic I <br /> Charitable Corporation Kennels"would be exempted from the provisions of Article 26. <br /> While a majority of the Finance Committee recommend approval of Article 25,two members have { <br /> voted against adoption,because the Board of Health has set similar regulations relative to kennels, and <br /> those members feel the regulations should be uniform before being presented to Town Meeting, so as to <br /> avoid conflicts and confusion between the two sets of regulations.
