u
Dear Mashpee Residents:
As required by the Town of Mashpee Charter, below are the Finance Committee's
recommendations on the Articles included in the October 16th Annual Town Meeting Warrant. ►
There are 35 articles on this year's meeting warrant. Of particular note is Article 3 which seeks
approval of$467,959 for Capital Improvement projects which were deferred from the Spring
Town Meeting Warrant to ensure that Mashpee did, in fact, receive additional State municipal
monies to fund the projects, and Article 4 which authorizes a transfer of supplemental State
school funds to the School Department specifically for technology improvements, the purchase
of books and for professional development.
In addition, for the first time, are articles requesting approval to fund 5 capital projects from
funds generated under the recently approved Community Preservation Act program. See
Articles 11-15.
Each article includes a brief explanation by the Finance Committee of the intent and purpose(s)
for the article. This explanation is intended to supplement the description provided in the
Warrant. Following the explanation is the Finance Committee's recommendation to the Town
Meeting members. With the exception of Articles 4, 7, and 10 (which received 3-1 votes), the
Finance Committee is unanimous in their recommendations of the remaining balance of the
Warrant.
The Finance Committee unanimously recommends that Town Meeting defeat Article 6, the 4.
purpose of which is to re-instate the annual stipend to the members of the Board of Assessors,
and Article 35, the purpose of which is to provide additional medical benefits for public safety
employees who have been retired on an accidental disability pension. The Finance Committee
recommends that residents carefully review our rationale for recommending the defeat of these
two Articles.
Voters will have an opportunity to ask questions or express their opinions on the each Article .,
presented during the course of the Town Meeting.
Respectfully,
Chris Avis, Chairman
Finance Committee Members
Chuck Gasior, Vice Chairman
Lynda Carroll
Bob Hutchinson
Ken Patrick
1
