el, <br /> Ni <br /> Article 1. Mashpee Charter/Special Acts. <br /> The Mashpee Home Rule Charter was adopted by the voters in 2004. The Charter is, for all <br /> intents and purposes, the Constitution of the Town of Mashpee with the same meaning and effect <br /> as the Constitution of the Commonwealth of Massachusetts, or the Constitution of the United <br /> States, i.e., the voters decide how the town will be run. Prior to the Charter, specific legislation <br /> relative to the governance of Mashpee had to be approved through"Special Acts" authorized by <br /> ! the State's General Court, a very time consuming, expensive, and tedious process. <br /> The Charter created a Charter Bylaw Review Committee to examine all the previously adopted <br /> "Special Acts"to determine the current viability, applicability and consistency of each act with <br /> the Charter. The Committee has presented a list of 28 Special Acts which it recommends are <br /> either out of date or in conflict with the Charter and therefore should be repealed, and a list of 17 <br /> Special Acts which remain consistent with the Charter, and therefore should be retained. <br /> i <br /> To affect this change (repeal or retention) requires the approval of the voters at a General <br /> Election. This Article asks Town Meeting to authorize the recommendations of the Charter <br /> Bylaw Review Committee be placed on the ballot of the General Election to held in May 2007. <br /> •r' THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 1. <br /> ARTICLE 2. FY106 Bills. <br /> Two bills totaling $792.00 were received by the Town Accountant after the close of FY '06, <br /> (June 30, 2006). Voter approval is needed to pay these invoices. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 2. <br /> Article 3. Capital Improvement Projects <br /> I <br /> At the May Town Meeting Capital Improvement Projects totaling $174,282 were approved as <br /> part of the FY'07 budget. However, at the recommendation of the Town Manager, a number of <br /> other projects were deferred to the October Town Meeting in anticipation of additional State <br /> funds. These funds have now been received and the Capital Improvement Committee has <br /> recommended a list of capital expenditures totaling $467,959 for Town Meeting consideration. <br /> This Article requests Town Meeting approval to appropriate $467,959 for the capital projects <br /> listed.
