Explanation-, This article would allow veterinary establishments, kennels and similar <br /> establishments in Industrial zoning districts (they are currently permitted only in Commercial <br /> zoning districts), add animal day care facilities as a specific allowed use, and amend the current <br /> requirement that animals be "Dept wholly indoors" to provide the permitting authority the ability <br /> to authorize outdoor exercise runs or yards. <br /> The hoard of Selectmen recommends approval. <br /> The Finance Committee recommends approval by a vote of 4-0. <br /> Planning :hoard voted at a Public Hearing held on September 20, 2006 5-0 to recommend <br /> approval. <br /> Motion made by Selectman Wayne Taylor. <br /> Motion: I move Article 26 be voted as printed in the warrant, except for the phrase "or tape any <br /> other action relating thereto". <br /> Motion passes unanimously at 8 15 P.M. <br /> Article 27 <br /> To see if the Town will vote to amend the Zoning By-law by amending Section: 174-27 as <br /> follows: <br /> Replace the current wording of Subsection .(1) with the following: <br /> "(1) whether or not the development lies <br /> a. within. a Groundwater Protection District (see Art. XIII), <br /> b. within a previously defined Zone II recharge area of an existing or proposed public <br /> water supply well, <br /> c. within three hundred oo) feet of the Santuit, Mashpee, Quashnet or Childs Divers, <br /> Quaker Run south of Route 28, Red Brook or any pond, bay or other surface water <br /> body or of any adjacent wetlands as defined by MGL C. 13 1, 40, or <br /> d. within the groundwater recharge zone of any great pond or bay or other surface water <br /> body over one 1) acre. With regard to the groundwater recharge zones of surface <br /> water bodies, reference shall be made to the watershed and subwatershed delineations <br /> prepared by the U.S. Geological Survey and Gape Cod Commission for the <br /> Massachusetts Estuaries Project iinal reports entitled "Linked watershed-Ernbaym er:t <br /> Model to Determine Critical. Nitrogen Loading Thresholds for Popponesset Bay, <br /> 1lashpee and Barnstable, Massachusetts", dated September 2004, and "Linked <br /> watershed-Embayment Model to Determine Critical Nitrogen Loading g t nresholds <br /> for the Quashnet River, Hamblin Pond, and Je u Pond, in: the vaquoit Bay Systems of <br /> the Towns of 1' ashpee and Falmouth, ILIA", dated. January 2005. For other great <br /> pods or bays, and surface water bodies over one 1.) acre, a reap of the groundwater <br /> recharge zone shall be produced as part of the water quality report if it appears that <br /> the development may lie within the recharge zone of said water body, with said map <br /> to be based on the U.S. Geological Survey's regional groundwater model of the <br /> Sagamore floe cell, or more detailed modeling based on that model." <br /> 21 <br />
