• Article 26 expands permitted uses in the Industrial Zoning Districts to include <br /> veterinary establishments, kennels and other similar types of animal-related <br /> establishments. <br /> • Article 27 updates the Water Quality Report bylaw adopted in the 1980's to require <br /> watershed mapping, target nitrogen loads, and adopt other standards and <br /> specifications developed by the Massachusetts Estuaries Project. <br /> • Article 28 allows flexibility in the presently required 10 foot landscaped buffer areas <br /> where such areas do not meet the design character of the project or area. <br /> • Article 29 seeks to update and clarify the subdivision bylaw to make cluster <br /> subdivisions mandatory in most cases,while increasing the minimum open space <br /> requirement in such subdivisions from 35% to 50%, permit flexibility in the size and <br /> dimensions for building lots, require affordable housing provisions, and permit <br /> density bonuses for additional open space and affordable housing. <br /> • Article 30 will amend the "Land Space Requirements Table"to require an FAA <br /> Determination of No Hazard when any proposed structure or personal wireless <br /> service facility will exceed 40 feet in height. <br /> • Article 31 amends the Sign bylaw to permit, where appropriate, more than one 20 <br /> square foot sign for large projects before the Planning Board. 'r <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLES 22, 23, 24, 25, 26, 27, 28, 29, 30,AND 31. <br /> Article 32. Amend Waterways Bylaw. <br /> This Article submitted by the Waterways Commission and the Harbormaster seeks approval for <br /> amendments to the Waterways Bylaws to reflect changed state regulations pertaining to <br /> Mashpee-Wakeby Lake and to make several Bylaw wording changes and corrections. <br /> , i <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 32. <br /> Articles 33 and 34. Authorize Public Streets. <br /> These two articles are petitions by residents, whose homes are on what are now private roads, <br /> who are requesting that their streets be accepted as Town of Mashpee public streets. The <br /> procedure for accomplishing this is a two step process, each step of which requires the approval <br /> by the voters at Town Meeting. Step 1 involves the authorization for the town to prepare the <br /> legal description of the streets to be accepted and sets a"not to exceed" amount to complete the <br /> task. Step 2 involves the approval of the actual, projected costs to bring the street(s)under <br /> consideration to municipal road construction and drainage standards and includes the <br /> authorization to bill the affected property owners as "betterment assessments". As a result all the <br /> costs associated with both processes are borne by the residents of those streets, and there is no <br /> immediate impact on municipal expenditures. Once a street is accepted as a town street, future <br /> repairs, resurfacing and the maintenance of storm water drainage systems become the <br /> responsibility of the town's Department of Public Works.
