member of the Planning Board, one (1) shall be a member of the Zoning Board of Appeals, and the third shall be the Director of Public Works. The Board of Selectmen shall also appoint three (3) or more associate members to sit on the Board in case of the absence, inability to act or interest on the part of a member thereof or in the event of a vacancy on said Board until said vacancy is filled. §3-�45. Appointment; Membership; Associate Members: The Board of Selectmen the Board of Selectmen for regular and associate members shall provide for one (1) member to serve for one (1) year, one (1) member to serve for two (2) years and one (1) member to serve for three (3) years. Thereafter, upon the expiration of the term, each member shall be appointed for a three-year term. The election shall take place at the first meeting of the Board after July I of each year. The Chairman shall have the power to designate associate members to sit on the Board as needed. §3 0-47. Powers* Meetings, The Subdivision Board of Appeals shall adopt rules and conduct its business in accordance with the provisions of MGL C.41, §§81Z, and 81AA. The Chairman shall preside. In the absence of a Chairman, an Acting Chairman shall be designated to preside. Meetings shall be held at the call of the Chairman. The Board shall have the power to issue a permit for the erection of a building under MGL C. 41, §81Y, upon majority vote and finding of fact as set forth, in Section 81Y, Chapter 15.
