§6-10. Independent Audit-, The Finance Committee shall annually provide for an outside <br /> audit of the books and accounts of the Town to be made by a certified public <br /> ,accountant, or a firm of certified public accountants, who have no personal interest, <br /> direct or indirect, in the fiscal affairs of the Town or any of its officers. The Town <br /> Manager shall annually provide a sufficient sum of money to conduct the audit. The <br /> award of a contract to audit shall be made by the Finance Committee on or before <br /> September fifteenth of each year. The report of the audit shall be filed in final form <br /> with the Finance Committee not later than March first in the year following its award <br /> and copies shall be placed on file in the office of the Town Clerk. <br /> ARTICLE V --Annual Inventory <br /> Historv: Adopted as Ch.3,Article 3.4 of the 1980 Code <br /> §6-11. Preparation Requirement: All department heads of the Town shall prepare and <br /> submit to the Town Manager between May 15 and no later than June 30 of each year <br /> a complete inventory of all Town-owned property for which their departments are <br /> responsible. <br /> ARTICLE VI --Disposal of Town Equipment <br /> History: Adopted as Ch.3,Article 3.5 of the 1980 Code <br /> §6-12. Procedure. As authorized in MGL C. 40, §2 1, Clause 11, any equipment to be <br /> disposed of by various officers or departments of the Town shall first be offered to <br /> any other office or department of the Town who may require it. <br /> ARTICLE V11 -- Capital Improvement Committee and Program (C'IP) <br /> History: Adopted 5-17-1982 ATM,Article.21. <br /> §6-13. Establishment of Committee; Membership. A Committee, to be known as the <br /> "Capital Improvement Program Committee," shall be established to prepare a capital <br /> improvement program. This Committee shall perform the duties as specified in the <br /> Charter and following sections of this Bylaw, and shall consist of the following <br /> members: The Town Manager, who shall serve as the Chairman of the Committee, a <br /> member or designee of the Board of Selectmen who shall be designated annually by <br /> vote of the Board of Selectmen, a member or designee of the Finance Committee who <br /> shall be designated annually by vote of the Finance Committee, the Town Accountant <br /> and a member at-large to be appointed annually by the Board of Selectmen. Said <br /> members designated or appointed by the Selectmen and Finance Committee shall not <br /> be Town employees, nor members of other Town boards or commissions. <br /> History: Amended 12-2,-1985 STM,Article 54,approved by Attorney General on 2-11-1986. <br /> History: Amended 5-7-2001 ATM,Article 24,approved by Attorney General on 8-18-2001. <br /> §6-14. Consideration of Proposed Capital Outlays. The Committee shall, in accordance <br /> with. the provisions of Section 6-8 of the Charter, study p roposed capital outlays <br /> involving the acquisition of land or any expenditure of twenty five thousand dollars <br /> C 2 ,000) having a useful life of at least three (3) years. All officers, boards and <br /> committees, including the Selectmen and School Committee, shall, by September I of <br /> each year, give to such Committee, on forms prepared by it, information concerning <br /> 27 <br />
