unemployment or the threat thereof exists in the Town or that security against future <br /> unemployment and lack of business opportunity is required and that attracting new industry into <br /> the Town and substantially expanding existing industry through an economic development <br /> project or projects financed pursuant to Mass. General Laws Chapter 121C and implemented by <br /> such a corporation would alleviate the unemployment and lack of business opportunity problems, <br /> the Board of Selectmen is hereby authorized to establish the Mashpee Economic Development <br /> and Industrial Corporation, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article is a revote of Article 21 of the May 2001 Town Meeting. Corrective <br /> language was needed in order to file for special legislation. <br /> Recommendation: The Finance Committee makes no recommendation. <br /> Motion made by George Green. <br /> Motion-, I move Article 4 be voted as printed in the warrant with the exception of the phrase, "or <br /> take any other action relating thereto". <br /> Motion passes at 7:40 p.m. <br /> Article 5 <br /> To see if the Town will vote to authorize the Selectmen to acquire, by purchase, eminent domain, <br /> gift or otherwise, for the purposes identified in Chapter 293 of the Acts of 1998 (An Act Relative <br /> to the Establishment of the Cape Cod Open Space Land Acquisition Program), all or a portion of <br /> certain, parcels of land shown on the 2000 was pee Assessors" Maps as Map 23, Blocks 20, 24, <br /> 301 361 421 46� 48, 49, 511 54, 561 57, 661 68 and 212, Map 30, Blocks 52, 53, 84, 85, 8,7, 88, 9 1, <br /> 941 97, 104, 1051 107, 1K 111, 138, 139 and 140 and the land contained in the layouts of the <br /> "paper" streets known as Wimbledon Way and Racquet Drive, Map 31, Block 1, Map 37, Block <br /> 55, Map 38, Blocks 1, 5, 6, 7, 9, 10, 11, and 25, Map 47, Block 21 and Map 51, Block 5, as well <br /> as those parcels of land shown on the Town of Barnstable Assessors' Maps as Map 11, Parcels 1, <br /> 2 and 3, Map 12, Parcel 8 and Map 26, Parcels 1, 40�-1, 41, 42 and 46 and the land contained in <br /> the layout of the "Paper" street known as Wimbledon Way, along with those portions of adjacent <br /> street layouts which are appurtenant to any of said parcels; and further, to see if the Town will <br /> vote to raise and appropriate, or transfer from available funds, $ ,200,000 for such purpose, <br /> including expenses incidental and related thereto, and to raise such appropriation, the Treasurer, <br /> with the approval of the Selectmen, be authorized to borrow $3,200,0�00 or any other sum under <br /> and pursuant to Chapter 44, Sections 7 and 8C of the Massachusetts General Laws, or any other <br /> enabling authority, and to issue bonds or notes of the Town therefor; with said borrowing to be <br /> repaid with. funds from the ,and Bank Fund established by the Town under the provisions of <br /> Chapter 293 of the Acts of 1998 .An Act Relative to the Establishment of the Cape Cod Open <br /> Space Land Acquisition Program); and further, to see if the Town will vote to raise and <br /> appropriate or transfer from available funds $20,000 to the Issuance of Debt Account; and <br /> further, to see if the Town will authorize the Board of Selectmen to apply for and accept Federal, <br /> State and / or County grants, to be applied by the Town toward the financing of this purchase, <br /> and to enter into contracts or agreements with Federal, State and / or County agencies, <br />
