Explanation-, Currently, the Leisure Service Department operates various ongoing childcare <br /> programs utilizing staff paid through "Contracted Service Agreements". In order to meet IRS <br /> regulations, the staffing payroll should be paid through the towTn's regular payroll account. This <br /> article rectifies this situation, and fees assessed through the Leisure Service Revolving Account <br /> cover funding for these positions. <br /> Motion made by Selectman Reveille. <br /> Motion: I move the Town vote to incorporate the part-time positions into the Town's Personnel. <br /> Administration Plan Temporary/Seasonal Schedule (Appendix as printed in the warrant. <br /> Motion passes at 9:58 p.m. <br /> Article 12 <br /> To see if the Town will vote to create a full-time Human Services Coordinator under the <br /> Massachusetts Laborers district Council Contract, ,' Unit � for the Board of Healthand further to <br /> raise and appropriate or transfer from available funds $46,551 with said funds to be distributed as <br /> follows: $3 , 12 to the Board of Health Salary/Wage Account, $7,344 to the Medical Insurance <br /> Account, 560 to the Medicare Account and 5 to the Group Insurance Account, or take any <br /> other action relating thereto. <br /> Submitted by the Board of Health and <br /> Human Services Committee <br /> xplanatiow This position has been in existence for two years under contractual agreement <br /> with. Falmouth. Human Services. When the Mashpee Human Services Department was created <br /> under the supervisory authority of the Board of Health, a contractual framework appeared to be <br /> in the best interest of the Town. Bringing the department directly under the Board of Health will <br /> eliminate a now unnecessary layer of administration. With increasing requests for human service <br /> needs, the Board of Health recommends that this important position now be included directly <br /> under the Board of Health with one qualified person in a position to supervise, coordinate, <br /> review and monitor the activities of the more than dozen human service agencies which are <br /> under contract with the Town, as well as provide direct counseling services and respond to <br /> critical human service needs of Mash pee residents. <br /> Recommendation:n: The Finance Committee recommends approval. <br /> Motion made by Selectman Cahalane. <br /> Motion:: I move the Town vote to create a full-time Human Services Coordinator position under <br /> the Massachusetts Laborers' District Council Contract, Unit B, for the Board of Health, and <br /> further, the Town vote to raise and appropriate $46,551 with said funds to be distributed as <br /> follows: $38,612 to the Board of Health Salary/Wage Account, $7,3 4 to the Medical Insurance <br /> Account, $56,0 to the Medicare Account, and $35, to the group insurance Account. <br /> Motion passes unanimously at 10:00 p.m. <br />
