in the "Land Bank"program began in 1999. Beginning with the FY '05 budget, the State offered <br /> u. <br /> an optional program called the Community Preservation Act (CPA) which allows a municipality <br /> f E to collect funds through an annual 3% surcharge on property assessments, which then is matched <br /> by state funds, thereby substantially increasing the amount of money available. For example, in <br /> FY 08, Mashpee collected $892,947 from the 3% CPA assessment; the state matched that with <br /> $886,217, bringing the total funds available under this program to $1,779,164 for the year. The <br /> program, however, does impose specific, limited categories for which funds can be used. These <br /> uses include the acquisition, creation, preservation, rehabilitation and/or restoration of. 1). Open <br /> Space; 2). Historic Resources; 3). Recreational Land, and, 4). Affordable Housing. <br /> As required by the legislation, Mashpee's participation in the CPA program was approved and <br /> adopted by the town's voters at the October 2004 Town Meeting and at the General Election held <br /> in November 2004. The creation of the Community Preservation Committee (CPC) was <br /> approved by the voters at the May 2005 Town Meeting. Selectman Wayne Taylor currently <br /> serves as the chair of the committee. <br /> ARTICLE 5. Complete the Restoration of Old Indian Meeting House <br /> (Funding Criteria: Restoration of Historic Resources) <br /> F` Submitted by: Community Preservation Committee <br /> {j I Article 5 seeks the approval and appropriation of $250,000 in Community Preservation Act <br /> {I III funds to continue the restoration of the Old Indian Meeting House on Meetinghouse Road. This <br /> appropriation will supplement a previous appropriation of$325,000 in Community Preservation <br /> Act funds approved at the October 15, 2007 Town Meeting to stabilize the foundation and to <br /> renovate/repair the exterior of the Meeting House. <br /> The second phase of the Meeting House project will restore and preserve the interior of the <br /> I facility using original materials, where possible, to authenticate the building, which is <br /> } <br /> over 300 I <br /> years old, has served as a school, a town meeting hall and a church, and is listed on the National } <br /> j Register of Historic Places. The completion of the restoration of the Old Indian Meetinghouse, <br /> the oldest Indian Meetinghouse in the United States, is an essential part of the history of the <br /> Town of Mashpee and its restoration and preservation will contribute to the unique character of k <br /> j Mashpee's. F <br /> Approval of this appropriation will not increase the 2009 tax rate. <br /> THE FINANCE COMMITTEE APPROVES ARTICLE 5. Vote: 6—0. <br /> } ANNUAL TOWN MEETING ARTICLES <br /> The second portion of the meeting is called the ANNUAL TOWN MEETING and addresses <br /> town business having to do with the upcoming Fiscal Year (2010) which begins on July 1, 2009 <br /> and will end on June 30, 2010. <br /> ! i <br /> There are 19 articles to be considered, the must important of which, of course, is Article 2—the <br /> E FY 2010 Municipal Budget, along with related Articles 3 and 4, which request voter approval for <br /> 6 <br />
