FINANCE COMMITTEE RECOMMENDATIONS ON WARRANT ARTICLES. SPECIAL TOWN MEETING ARTICLES The Town Meeting on May 5th is divided into two separate parts each having its own set of Warrant Articles. The first part is called the SPECIAL TOWN MEETING and addresses town business having to do with the current Fiscal Year(2008) which ends on June 30, 2008. 01 ARTICLES 1, 6, 7 & 8: Authorize the Transfer of Funds ` Submitted by: Board of Selectmen/Personnel Department/Town Accountant/Dept. of Public Works. Oil, Without going into detail, ARTICLES 1, 6, 7, and 8 involve the transfers of funds within departmental or line items of expense with under expended funds to budget line items of expense which have been over expended, or to appropriate monies from surplus funds to pay the expenses under-funded in the FY 08 budget. 1 ARTICLES 2, 3, 4, & 5: Approve Employee Salary & Wage Increases. Submitted by: Personnel Department. th ARTICLES 3,4, and 5 request an approval for the use of available funds to pay salary and wage increases which have resulted from the conclusion of successful collective bargaining negotiations with employees covered under the Mashpee Personnel Administration Plan, Administrators Unit A, the clerical employees, and the DPW employees bargaining units. Article 2 includes salary adjustments for the Fire Chief and Personnel Administrator. In each case, salaries for the covered employees will be increased by 3%, retro-active to November 1, 2007. The total cost of the increases for these four Articles is $62,978 for FY 08. For information purposes, the Mashpee Personnel Administration Plan covers all employees not covered under specific collective bargaining agreements. A good number are part-time employees, including inspectors, police matrons, board secretaries, etc. The full-time "confidential" clerical assistants in the Selectmen/Town Manager's Office and assistant in the ! Personnel Department are also under the Personnel Administration Plan. Administrators Unit A oi includes those administrators whose positions are under the Department Heads, such as the ` Al Payroll Administrator, Assistant Assessor, GIS Coordinator, and the Animal Control Officer. The Clerical Unit includes the clerical and Administrative Assistant employees in the various municipal offices and departments. The bottom line is that approval of Articles 1 through 8 will neither have an impact on the FY 09 budget, nor will it affect the final 2008 municipal tax rate. While each Article will be voted individually,the FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF ARTICLES 1-8. ARTICLE 9: Authorize Funds for Gasoline/Diesel Tanks.
