FINANCE COMMITTEE RECOMMENDATIONS ON WARRANT ARTICLES. <br /> SPECIAL TOWN MEETING ARTICLES <br /> The Town Meeting on May 5th is divided into two separate parts each having its own set of <br /> Warrant Articles. <br /> The first part is called the SPECIAL TOWN MEETING and addresses town business having to <br /> do with the current Fiscal Year(2008) which ends on June 30, 2008. <br /> 01 ARTICLES 1, 6, 7 & 8: Authorize the Transfer of Funds <br />` Submitted by: Board of Selectmen/Personnel Department/Town Accountant/Dept. of <br /> Public Works. <br /> Oil, Without going into detail, ARTICLES 1, 6, 7, and 8 involve the transfers of funds within <br /> departmental or line items of expense with under expended funds to budget line items of <br /> expense which have been over expended, or to appropriate monies from surplus funds to pay the <br /> expenses under-funded in the FY 08 budget. <br /> 1 ARTICLES 2, 3, 4, & 5: Approve Employee Salary & Wage Increases. <br /> Submitted by: Personnel Department. <br /> th ARTICLES 3,4, and 5 request an approval for the use of available funds to pay salary and <br /> wage increases which have resulted from the conclusion of successful collective bargaining <br /> negotiations with employees covered under the Mashpee Personnel Administration Plan, <br /> Administrators Unit A, the clerical employees, and the DPW employees bargaining units. <br /> Article 2 includes salary adjustments for the Fire Chief and Personnel Administrator. In each <br /> case, salaries for the covered employees will be increased by 3%, retro-active to November 1, <br /> 2007. The total cost of the increases for these four Articles is $62,978 for FY 08. <br /> For information purposes, the Mashpee Personnel Administration Plan covers all employees not <br /> covered under specific collective bargaining agreements. A good number are part-time <br /> employees, including inspectors, police matrons, board secretaries, etc. The full-time <br /> "confidential" clerical assistants in the Selectmen/Town Manager's Office and assistant in the <br /> ! Personnel Department are also under the Personnel Administration Plan. Administrators Unit A <br /> oi includes those administrators whose positions are under the Department Heads, such as the <br />` Al <br /> Payroll Administrator, Assistant Assessor, GIS Coordinator, and the Animal Control Officer. <br /> The Clerical Unit includes the clerical and Administrative Assistant employees in the various <br /> municipal offices and departments. <br /> The bottom line is that approval of Articles 1 through 8 will neither have an impact on the <br /> FY 09 budget, nor will it affect the final 2008 municipal tax rate. While each Article will be <br /> voted individually,the FINANCE COMMITTEE RECOMMENDS TOWN MEETING <br /> APPROVAL OF ARTICLES 1-8. <br /> ARTICLE 9: Authorize Funds for Gasoline/Diesel Tanks. <br /> Submitted by: Board of Selectmen. <br /> 6 <br />
