This facility which will service all municipal vehicles, including school vehicles, , <br /> and will permit the town to participate in the county's cooperative purchasing program for <br /> gasoline and diesel fuel. The purchase of these commodities will be at wholesale cost and will <br /> have no state and federal taxes. Mashpee purchases some 35,000 gallons of gasoline and diesel <br /> fuel a year, so the savings to be realized from the installation of these tanks is expected to exceed <br /> $20,000 a year. The installation of the facility is expected to be completed by the 3rd quarter of <br /> 2008. <br /> ;k 'g <br /> FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF J <br /> ARTICLE 9. <br /> ARTICLE 10: Authorize Transfer of Overlay Funds. y E <br /> Submitted by: Board of Assessors. <br /> ARTICLE 10 requests approval to transfer$150,000 in surplus Assessor's Overlay funds to pay d a <br /> costs imposed by the MA Department of Revenue for the annual and triennial property valuation <br /> certifications. An overlay is an appropriation of reserve funds, in this case, to pay for any ' <br /> shortfall in taxes or to pay rebates on successful tax appeals. <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 10. a 4 <br /> ARTICLE 11. Authorize Easement Agreement <br /> Submitted by: Board of Selectmen. <br /> Mashpee Commons is presently before the Planning Board for approval to construct a new <br /> building adjacent to the town's library. As part of the approval process, a request has been made <br /> by Mashpee Commons for an easement along the common property line with the library for <br /> sidewalk and public access to the back of the property. Article 11 requests Town Meeting , <br /> approval for that easement and will authorize the Board of Selectmen to execute an agreement <br /> conveying the easement to Mashpee Commons. IG <br /> THE FINANCE COMMITTEE RECOMMENDS TOWN MEETING APPROVAL OF <br /> ARTICLE 11. m <br /> lit <br /> In order to allow implementation of a project before the start of FY 09, the Board of Selectmen {` <br /> has placed an Article in this "Special"portion of the Town Meeting seeking approval to <br /> appropriate a total of$35,500 in already collected and available state and local Community + I <br /> Preservation Act Funds. (See Article 12 below). P <br /> By way of background, prior to 2004, Cape Cod municipalities had the option of participating in <br /> a program called the Cape Cod Open Space Land Acquisition Program (a.k.a. Cape Cod <br /> Land Bank) to raise funds locally to purchase lands to be kept as open space. Mashpee's <br /> Participation in the "Land Bank"program began in 1999. Beginning with the FY 05 budget, the <br /> State offered an optional program called the Community Preservation Act (CPA) which allows <br /> a municipality to collect funds through an annual 3% surcharge on property assessments, which <br /> then is matched by state funds, thereby substantially increasing the amount of money available. <br /> 7 <br />
