appropriation shall be contingent upon a vote at an election to exempt from the provisions of <br /> G.L.C. 59 § 21C (Proposition 21/2), the amounts required to pay the principal of and interest <br /> on the borrowing authorized under this article. Further, the Board of Selectmen be <br /> authorized to apply for, contract for, and expend funds from the anticipated Massachusetts <br /> CDBG, Community Development Block Grant, in the amount of $600,000 which shall be <br /> expended in addition to the amount appropriated under this article, or take any other action <br /> relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This action will fund the renovation and/or construction of the Town's Senior <br /> Center. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Wayne Taylor. <br /> 0 <br /> Motion: Imove that the sum of$1,500,000 is hereby appropriated for the purpose of paying a <br /> portion of costs of renovating and/or constructing and equipping the Mashpee Senior Center and <br /> for the payment of all other expenses incidental and related thereto (which are expected to total <br /> $2,100,000), and that to meet this appropriation, the Town Treasurer, with the approval of the <br /> Selectmen, is hereby authorized to borrow said amount under and pursuant to Chapter 44, <br /> Section 7, Clauses (3), (3A) of the General Laws, or any other enabling authority, and to issue <br /> bonds or notes of the Town therefor, provided, however, that no sums shall be borrowed or <br /> expended hereunder unless and until the Town shall have voted to exclude the funds required to <br /> repay any bonds or notes issued hereunder from the limitations of Proposition 2 1/2, so called, and <br /> farther,, that the Selectmen are hereby authorized to apply for, contract for and expend funds <br /> from the anticipated Massachusetts Community Block Grant, in the amount of$600,000, which <br /> shall be expended on this project in addition.to the amount appropriated hereunder. <br /> Motion passes by 2/3rds vote at 8:28 p.m. <br /> Article 10 <br /> To see if the Town will vote to appropriate $170,000 for the purpose of making loans to residents <br /> of the Town for repairing and/or upgrading residential septic systems pursuant to agreements <br /> between the Board of Health and residential property owners, including all costs incidental and <br /> related thereto, and to determine whether this appropriation shall be raised by borrowing or <br /> otherwise, or take any other action. relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: The Commonwealth of Massachusetts, through the Water Pollution Abatement <br /> Trust, is providing no interest loans to communities to assist homeowners in complying with <br /> Title V. The loans are for $170,000 including $10,000 that the towns can use for any purpose <br /> related to the implementation of the program. The loans are available to homeowners at 5% <br /> interest, to cover any ongoing costs of the program. Loans must be secured 'by a betterment <br /> assessed by the Town on the property being improved by the loan. Communities are expected to <br />
