Page 8 Special Town Meeting October 21, 1970 <br /> Article 11 Ctd. - Warner speaking: I was sure Town Counsel would <br /> get up and explain. I was upset when I read this in the paper. <br /> I was told Town Counsel would explain before the article was read <br /> and it was not done this way. I am not permitted to speak unless <br /> invited. The Planning Board has the opportunity. This is not the <br /> first time I have been here. I started in 1966. I stood before <br /> you three times previously - and this is the fourth. I am still <br /> asking for the same fundamental thing, which is the right to ply <br /> my own business on my own land in Mashpee. I am asking you to <br /> zone for marine use a small piece - one acre - to go along with <br /> another 20 acres of adjacent land. I am not asking for permission <br /> to dredge, or anything else. Just rezoning. <br /> (Here Warner referred to papers prepared, showing layouts, and <br /> handed to town meeting members for reference) . . . . . . on these extra <br /> sheets you have you will see where Mashpee Rotary and 151 come <br /> together. Down the road just before you come to the Catholic <br /> Church on the right, on the left you will see water. It is the <br /> only place you can see the water from the road. That is the property <br /> now in consideration, known as Punkhorn Bog, and already rezoned <br /> as a marine area. Please turn to the second sheet. This whole area <br /> except for the green shaded bit is a Marine District. . . .. .and this <br /> small area of just over half acre . . . 30, 300 square feet is what I <br /> am asking to have rezoned. <br /> Costa started to question. . . . .Mr. Warner explained that the green <br /> shaded area, approximately 50 feet wide and 440 feet long—in the <br /> bog across the green shaded area is what he was seeking to have <br /> changed to conform with the rest of his property as a marine district. <br /> I am told in order to do business , this green area must be re-zoned. <br /> I don't want to dredge the Bay, nor make exc9vations . . . . .Mr. <br /> Warner continued to read from a prepared statement, in essence <br /> stating that water sports forms a major part of the recreation <br /> picture here on the Cape; services such as he proposed to render <br /> would be beneficial not only to vacationists but to the residents <br /> of the Town as well; Recreation and summer sports are the chief <br /> means of livelihood for Cape residents . . . .we depend on the vacation <br /> dollar. . . .a going business would mean taking in more tax dollars. . <br /> there is a real need for the services such as he proposes to render <br /> and you have a potential here as you have a body of water second <br /> to none in Popponesset Bay. (Mr. Warner continued to read <br /> for a short while longer from a prepared statement - giving his <br /> reasons and his stand on the above issue. . .what Ensued being larely <br /> repetitious and given for emphasis . ) fie ended up by stating he <br /> had been before town meeting 4 times on this issue. The Selectmen <br /> approved. . .and in spite of official sanction he kept being turned <br /> down. <br /> There was more objection from the floor - with the problem of <br /> pollution and ecology destruction being cited. <br /> Floor: Mr. Warmer, in an honest and sincere way, has ankod for <br /> our sanction of his project. If I may speak for a small group - in <br /> the beginning of this meeting we voted against the jetport for <br />
