7
`l
3
{
iI
Wage 20 3
Annual Town Meeting March 6 , 1972
Article 24 Ctd :
Moderator Mills : I would like to step down from my role as
Moderator at this point and assume my role as a member and chair-
man of the Conservation Committee . The $10,000. 00 is a deposit
we are making toward the day when a piece of land becomes available
. . . . . this , plus the $10, 000 of last year and a few other small
amounts . I have in mind now a piece of property which we think
may be purchased for about $35 , 000. $10, 000 is by no means the
whole sum we need to do any appreciable business . We are trying
to get it built up toward a point where we can buy. . .we are try-
ing to build up a fund of around $30, 000 to $40,000 and when the
land is available we can grab it.
Garland : Was my :notion seconded? If the second will withdraw,
I will withdraw my motion. (This was done) (However, your
recorder did not hear a second to Mr. Garland ' s motion, as Mrs .
Griffin rose to speak almost before Mr. Garland had finished his
motion to indefinitely postpone , nor did your recorder hear a
second to the motion of Mr. Dicks to raise and appropriate $10,000
K. D. O'Connell : It is difficult to speak in opposition to these
pleas - it is almost comparable to or akin to communism. I would
like to see this article reworded that $10, 000 be taken from the
stabilization fund . The State will reimburse our expenditures
up to $100,000 `"0 ® and in the stabilization fund we presently have
$130, 000. 00. We are beyond the point of snatching funds from the
State . I would like to remind you of a skyrocketing tax rate ,
since all monies voted here tonight have to be raised by taxation
before it is appropriated . It means an increase of between $4. 00
and $5 .00. . This represents a 33;10 increase . $4. 00 or $5 .00 in-
crease on $15 . 00 is astronomical . We have no surplus funds on
which to draw. Use this money not just on schools or town build-
ings , but for this necessary purpose also. I would like to amend
that $10, 000. 00 be •taken from the stabilization fund .
Mr. Aiken: I am sorry to disagree . I think that is a ridiculous
idea . I recall how hard it was to start a stabilization fund .
