Special Town Meeting - Monday Khy 13/68
Question came from tha fear at this point askin for exq j ion
of the terms "take from available funds" and "raise and appropriate. "
Chairoan Benway of the Finance Committee rose to explain that "one
shot" items are usually taken from available funds; whereas "repeat"
articlep which in all probability would be coming up year after year
axe Usaally voted to raise and appropriate.
Homeyer: May we ask if the maps are completed yet? They are sup-
posed to have been completed. , We have , spent $YS,000.00 for these
maps.
Assessor Hicks: It is true they are supposed to honie been ccczqpleted
the first of January. They are not yet complete. A penalty clause
is in the contraUg a sum of money for each month can lesion is de-
layed after completion date. hi 1,000.00 is an account to be
set u for future up-dating. It is foolish to spend $25,000.00 and
not have something for keeping them up to date. We have asked for
$1,000.00; it might be more or less tha,n we need. We have set
this hum to have funds tc cover.
Drury: Are we penalizing $300.00 a month? If so, we should have
$1500.00 penalty money coming.
Hicks: We have been told to hold back on payment of bills until the
maps are finished, and then see.
Drik , : Can the Assessors extend the contract withcut penealty if
they" See fit,
' Hicks: No, got exactly that. it says we can extend. We haven't
made a move for penalities yet. . . . . . (speaks of holding out on
payments)
Drury: In other words - you may not penalize?
Qs. Probably not.
From the floor: (Mrs. Larsen?) inq wires if what was voted Ica
I
Dean paid in on the j25,000.00. States this money was to have
been paid in installments. She questions why we Leed this $1000.00
if us axe to have mpney coming bick.
rs: We sti Assesso ll have $8500.00 we have not paid in. We are MIA
ing this back on advice of counsel. (Hicks here explains again that
the money asked for is for future yeams, and that it is neededVo
establish a fund for continuous updating.
Mabrator: These and could not be transferred, and are for a
definite purpose?
Answer: Yes.
Notion was made and seconded the sum of $1,000.00 be raised and
appropriated - and it was so truani mows ly V-Oted.'
