Has it been repaired? <br /> Agent said perhaps he is thinking of another property? If not, it has been repaired. Mr. <br /> Swartzbaugh confirmed it is the same property and it was repaired. The homeowner was <br /> present and also spoke to the fact that it was repaired, but fixed by previous owners. <br /> Mr. Colombo asked for clarification of what would go in the area labeled Pool Equipment. <br /> Wayne Tavares said it was for pool pump, heater, and filter. He described the process the <br /> pool maintenance people use to make sure the material is contained as they service the pool. <br /> Motion: Mr. Sweet moved to close and issue, Mr. Weeden seconded. <br /> Vote: 6-0 unanimous <br /> 6:03 SCCA, Inc., 15 Metacomet Road. Permit existing pier, ramp and float structure. At request of NOI <br /> applicant, continued from 8113 due to scheduling conflict. <br /> Barry Fogel and Donald Munroe from Coastal Engineering. The applicants Darien Homer and <br /> Craig Robert were present. <br /> Agent said the Harbormaster requested that the following limitations be placed: limit the <br /> amount of 14ft and under boats that are tied up to both piers at 6 boats. No vessel over 14ft <br /> may be moored or docked to each pier for more than 15 minutes unless under emergency <br /> situations. Updated blueprints must show moorings within 75ft of the piers. This will allow for <br /> a determination if the mooring or piers interfere with any safe navigation within the area. <br /> Limiting the amount of moored vessels under 14ft will control the amount of boating traffic in <br /> the area and limit any damage to the bottom from small boats making contact. Since these <br /> docks are community floats and used to tie dinghies up to, there must be a control measure in <br /> place to ensure overcrowding does not happen within the waterway. The Shellfish Warden <br /> has no issue with the current configuration. <br /> Barry Fogel said the applicants would have concern about limiting the number of boats under <br /> 14ft to 6. They have quite a demand of people wanting to tie up given the interest in <br /> recreational activity. They had indicated there's a history that this would resolve people <br /> wanting to pull boats up onto shore and possibly doing damage to the salt marsh. <br /> Craig Robert said over the years they have done a lot to revitalize the beach and coastal bank <br /> at both locations. At the time they had 50+ kayaks on the shore, 30+dinghys between both <br /> beaches. We removed,,,all„those, built kayak racks. We tried to tackle,theydinghies. We only, µ_ <br /> allow folks who have active moorings to get a permit. We limit the size of the dinghies to 11 ft, <br /> a few grandfathered at 12ft. Nothing approaching 14ft at this point. We've notified the <br /> association that if necessary, we'll have to move to smaller dinghies. We're just trying to do <br /> the right thing. Currently we have 13 on one dock, and 12 on the other. <br /> Barry Fogel asked if there's somewhere we could work on this. He said the applicants would <br /> respectfully request that the approval be granted with these limitations, rather than those <br /> recommended by the Harbormaster. Agent said this would have to go through Chapter 91, <br /> and they would have the ultimate say. We always have to read the Harbormaster's <br /> comments. The other thing he said would be the updating of the blueprints to show the <br /> mooring locations. No other comments. <br /> Mr. Smith said he would like to see plan revisions more in line with what the Harbormaster <br /> had recommended. <br /> Barry Fogel asked if this could be issued with a condition. Craig Robert said they did take into <br /> account when they came up with the dinghy policy of what's fair and reasonable.
